Program Manager - Reentry

Overview of Position The Program Manager is responsible for custody and security related to operations at the Residential Re-Entry program. This includes supervision of the Shift Supervisors and Residential Care Coordinator (RCC) team, management of safety standards, supply procurement process, and client chemical substance testing process. The Program Manager also maintains records of resident activities per federal guidelines and attends all Cherry Health facility staff meetings. The Program Manager must adhere to the organization’s policies, procedures, code of ethics, licensing and accreditation standards, and represent the organization’s mission in all actions and communications. Essential Duties and Responsibilities Execute program safety and security functions, including monthly and annual inspections and monthly drills covering risk assessments, tabletop discussions and scenario-based drills on all shifts. Manage the supply procurement process, monitor inventory, and purchase facility supplies. Develop and enforce residential facility policies and procedures related to security and living arrangements. Oversee random room, facility and/or vehicle searches. Assist with audit preparations, corrective action tasks and follow-through. Provide narrative and statistical reporting. Coordinate campus vehicle and facility maintenance. Assist in the development of program rules, regulations and procedures. Provide on-call emergency response and cover shifts as needed. Schedule, supervise and assist with professional development of Shift Supervisors and RCCs. Conduct and document staff meetings as needed. Assist in the hiring, training and evaluation of all operational staff. In partnership with Human Resources, oversee admission, orientation, supervision, and discharge of program residents, including adding new admissions to proper books. Oversee fingerprinting, medication processes/maps, and all program logs. Maintain or supervise the maintenance of records per federal requirements (e.g., alcohol/drug testing logs, sign-in/sign-out logs, fire drill/evacuation logs, pat search log, facility search log, daily sanitation log, incident report log, vehicle search log, visitor log, medication storage/distribution logs). Ensure residents meet all scheduled activities and appointments daily. Remain responsive to the needs of the resident population. Oversee the administration of discipline for infractions of house rules and regulations by residents. Perform other duties as assigned. Skills / Knowledge / Abilities Knowledge of federal criminal justice systems and community correctional programming. Excellent verbal, written and interpersonal communication skills. Ability to work independently and effectively with minimal supervision. Strong technology skills, including use of the Internet and Microsoft Office Suite. Ability to exercise good judgment in appraising situations and decisions. Ability to identify and maintain agency and resident confidential information. Knowledge of re-Entry program services, resident needs and management techniques. Knowledge of theories and issues in substance use treatment and familiarity with major current techniques. Competencies Customer Service Collaboration Integrity Respect Professionalism Learning Education / Licenses / Certificates Bachelor’s degree in a social or behavioral science program from an accredited college or university (preferred). LMSW license or master’s degree also preferred. CADC certification through MCBAP preferred. CPR/Heartsaver certification required. Current valid driver’s license and access to transportation for performance of job duties. Experience Three years’ experience in direct care management is required. Experience in a mental health, substance abuse, correctional or adult residential treatment program is highly desired, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Physical Requirements Possible exposure to patients/clients with illnesses and/or infections. Frequent telephone and computer use, requiring manual dexterity. Sitting, standing or walking for extended periods of time. Specific vision abilities required include close and distance vision and ability to adjust focus. May require bending, squatting or kneeling and lifting up to 50 pounds. Use of personal protective equipment (PPE) as required. Client Population Served Adults.
