This position performs analytical and supervisory personnel work in the area of equal employment opportunity (EEO), including the planning, coordination, and administration of the EEO program. The incumbent is responsible for managing all internal EEO operations. The EEO Manager is accountable for the development and implementation of EEO activities and is responsible for administering state and federal equal employment opportunity laws, as well as interpreting and applying policies and guidelines related to prohibiting discrimination based on race, religion, color, national origin, ethnicity, sex, pregnancy, gender identity or expression, sexual orientation, age (40 or older), political affiliation, National Guard or veteran status, genetic information, or disability. To carry out these responsibilities, the position plans, develops, and implements the EEO program in an agency that employs individuals in a wide variety of roles, including administrative, professional, scientific, research, technical, clerical, trades, and craft occupations. This position serves as the chief departmental administrator and technical advisor on all EEO matters. The incumbent reviews, analyzes, investigates, monitors, counsels, and makes recommendations regarding personnel practices as they relate to employees and applicants; conducts complaint investigations; provides remedies for non‑compliance; and provides technical support to statewide operations. Knowledge Skills and Abilities/Management Preferences Salary Grade and Range: NC19 $67,122 - $117,465 Hiring Range: $67,122 - $100,786 Working knowledge of Equal Employment Opportunity statutes, case law, regulations, policies, principles, and practices. Demonstrated ability to supervise EEO investigations, guiding fact‑finding processes, and ensuring that investigative reports are comprehensive, accurate, and professionally written. Experience applying strong analytical and reporting skills to retrieve, interpret, and present employment data. Demonstrated ability to lead the development of responses to EEOC charges ensuring evidence-based, well‑supported position statements aligned with legal and regulatory requirements. Working knowledge of EEO investigative procedures. Demonstrated ability to plan, prioritize, and oversee staff work within the EEO unit, ensuring efficient and compliant operations. Demonstrated ability to communicate effectively, both orally and in writing, to provide constructive feedback, present clear conclusions, and support positive organizational outcomes. Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and at least 4 years of experience in human resources with some experience in an HR lead position; or equivalent combination of education and experience.
