Duties As a PROGRAM ADVISOR (HOUSING ALLOWANCES) at the GS-0301-13/14 some of your typical work assignments may include: Serves as the senior advisor within DoD in the field of housing allowances with full capability to discuss such matters at all levels of Government either independently or in support of other officials within the OUSD P&R structure. Contact purposes involve determining the adequacy of housing allowances, and making decisions and recommendations on housing allowance matters. Contacts with high-ranking officials are to brief and discuss housing allowance policy and answer allowance questions.Discusses, describes, explains and defends the DoD housing allowance programs including the validity of individual allowances, the methodology employed, source data available, specific conditions that impact on allowances, field reporting requirements, forms, program costs, and number of members affected.Interprets, and explains regulations, policies and procedures under which housing allowances are computed and paid. Initiates changes to the Financial Management Regulation (FMR), the statutory regulation governing housing allowances, by developing appropriate allowances and regulatory recommendations, in accordance with United States Code Title 37. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Performs in-depth analyses of specific housing allowance problems reported, investigates problems related to overall housing allowance issues, and provides thorough responses through correspondence and briefings. You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Discusses, describes, explains and defends the DoD housing allowance programs including the validity of individual allowances, the methodology employed, source data available, specific conditions that impact on allowances, field reporting requirements, forms, program costs. Interprets, and explains regulations, policies and procedures under which housing allowances are computed and paid. The incumbent is recognized as a technical authority and must apply ingenuity and judgment to interpret the intent of the existing guidelines and develop applications to specific work areas based on professional experience and the practices and standards of the scientific community as well as discussions with higher management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
