The Washington State Office of the Insurance Commissioner (OIC) is seeking a Market Conduct Researcher (Functional Program Analyst 3) to join our Market Conduct Oversight team. In this role, you will help ensure insurance companies doing business in Washington comply with state laws and regulations and that their practices are fair and appropriate for Washington consumers. You’ll take on meaningful, complex work that combines insurance expertise, data analysis, regulatory research, critical thinking, and problem-solving . You’ll examine company records and regulatory filings, analyze consumer complaint and market data, identify trends and potential areas of concern, conduct Healthcare Benefit Manager (HCBM) data reviews, and help develop recommendations and regulatory actions. Your work may also contribute to broader market analysis and consumer protection efforts across the state. Experience with regulatory compliance or examinations, healthcare benefit plans, market conduct, data science or research, NAIC systems, or tools such as TeamMate, ThoughtSpot, or Snowflake is a plus. Professional designations such as MCM, FLMI, CIE, or AIE are also valued. Analyze data, regulatory filings, complaints, and company records to identify trends, risks, and potential compliance concerns. Conduct HCBM data reviews and assess compliance with Washington laws and regulations. Evaluate issues involving marketing, advertising, producer licensing, network adequacy, provider access, and insurance filings . Research and interpret state and federal insurance laws, regulations, and policies . Prepare reports, findings, recommendations, and regulatory documentation . Use analytical and regulatory systems such as TeamMate, ORCA, and other data tools to document and support work. Collaborate with agency staff, regulated entities, providers, and other regulators on consumer protection and market conduct issues. Support regulatory actions, special projects, market scans, and emerging issue analysis . Stay current on insurance industry trends, regulatory changes, and analytical best practices . Required Qualifications : Six (6) years* of professional experience with progressive responsibility in the insurance industry Two (2) years of experience must include data analysis, database management and reporting AND Intermediate level skills in Microsoft Office Suite and Adobe Acrobat Preferred/Desired Qualifications: MCM, FLMI, CIE, or AIE designations. Experience working for HMOs, HCSCs, Life and Annuity insurers, Disability insurers, or P&C insurers. Experience using NAIC iSite. Experience using auditing, analytics and cloud-based platforms such as TeamMate, ThoughtSpot and Snowflake. Experience with contract management, drafting and/or review of legal documents Experience with data analysis, research and/or data science concepts Experience with regulatory compliance or examinations Experience health care benefit plan design, distribution, or administration.
