Hybrid-anywhere from Bellingham to Tacoma Program ManagerResponsibilitiesProgram & Project LeadershipOwn the full project lifecycle from initiation through implementation and adoption.Develop and maintain program roadmaps aligned with business objectives and strategic priorities.Manage project scope, schedules, dependencies, milestones, budgets, risks, and deliverables.Coordinate activities across multiple workstreams, stakeholders, technical teams, and external partners.Drive decision-making and issue resolution to maintain momentum and delivery timelines.Prepare and facilitate project meetings, executive status reviews, sprint ceremonies, and steering committee sessions.Establish effective communication plans and provide regular updates to leadership and stakeholders.Support organizational change management activities throughout the project lifecycle.Business Analysis & Product OwnershipLead requirements gathering workshops with business and technical stakeholders.Translate business needs into well-defined functional requirements, user stories, and acceptance criteria.Identify gaps, ambiguities, and process improvement opportunities.Partner with stakeholders to prioritize product backlogs and delivery roadmaps.Collaborate with solution architects, developers, and business teams to ensure requirements are clearly understood and executed.Facilitate sprint planning, backlog refinement, and Agile delivery activities.Governance & Process ImprovementDevelop program status reports, documentation, decision logs, and project artifacts.Support implementation of governance frameworks, project management standards, and best practices.Contribute to the development of PMO and Center of Excellence capabilities where appropriate.Communicate risks, escalations, and key decisions effectively to executive leadership.Required QualificationsProven Program and/or Project Management experience leading complex, cross-functional initiatives.Proven experience managing multiple stakeholders, workstreams, dependencies, risks, and deliverables.Strong business analysis and requirements elicitation experience.Ability to convert business objectives into detailed requirements, user stories, and acceptance criteria.Experience working in Agile/Scrum environments, including: Sprint PlanningBacklog RefinementSprint ExecutionAgile CeremoniesStrong communication and stakeholder management skills, including executive-level presentations.Excellent facilitation, negotiation, problem-solving, and decision-making abilities.Ability to thrive in fast-paced environments with evolving priorities.Strong proficiency with project management and productivity tools such as: Microsoft ProjectMicrosoft Office SuiteVisio or similar process-mapping toolsPreferred QualificationsExperience in utilities, energy, procurement, sourcing, RFP-driven programs, or other highly regulated industries.Experience functioning as a Product Owner or partnering closely with Product Owners.Experience working with external implementation partners or consulting organizations.Experience supporting or establishing PMO functions and Centers of Excellence.Financial analysis or financial modeling experience is a plus.Job Type & LocationThis is a Contract position based out of Tacoma, WA.Pay and BenefitsThe pay range for this position is $95.00 - $120.00/hr.
