CLASSIFICATION:  Mental Health Supervisor (SCS)

Pay Grade: $82,899.44 - $107,371.73

PROGRAM LOCATION: Support Coordination Services

POSITION SUMMARY:

Under general supervision of the Director of Services for Persons with Intellectual and Developmental Disabilities. Provides clinical and administrative supervision to Support Coordinators, serving both adults and children with intellectual and developmental disabilities and other professionals assigned to the team as well as support staff. Oversees the day to day operations of the unit and monitors service delivery at Saginaw County Community Mental Health Authority (SCCMHA). This position will be knowledgeable about and actively support culturally competent recovery-based practices; person centered planning as a shared decision-making process with the individual who defines his/her life goals and is assisted in developing a unique path toward those goals; supports self-determination principles and a trauma informed culture of safety to aid consumer in the recovery process.

ESSENTIAL DUTIES AND RESPONSIBLITIES:

1. Provides administrative supervision and leadership to supports coordination staff, support staff and other professionals assigned to the team.

2. Monitors the work of employees including reviewing records, monitoring Person Centered Planning (PCP) practices, observing employees, reviewing and acting on statistical reports and coordinating services delivery within SCCMHA and other agencies.

3. Screens and selects staff in consultation with the Director and provides orientation and training.

4. Participates in regular meetings with other supervisors to ensure appropriate utilization of resources, program plan, coordinate efforts across programs and formulate policies and procedures.

5. Monitors and oversees compliance of the Habilitation Waivers and Children’s Waivers.

6. Understands Home and Community Based Services and is able to assist staff with oversight and implementation.

7. Assists staff with seeking residential placements for consumers and monitoring of Adult Foster Care and Specialized Residential Homes.

8. May serve as member on various committees which promote the general goals of SCCMHA.

9. Understands the functions of behavior and is able to develop positive supports plans and behavior treatment plans and is able to teach staff these concepts.

10. Closely monitors the use of State facility and local inpatient psychiatric units working with staff to identify appropriate diversions and step downs when possible.

11. Advocates on behalf of consumers, displays respect and concern for consumers, encourages independence and personal growth.

12. Understands guardianships but supports self-determination principles and self-directed services.

13. Develops and implements policies and practices for the unit that assure that consumers receive appropriate services in a timely manner, according to person centered planning principles and that they are treated with dignity and respect, at all times.

14. Attends leadership/supervisors ’ meetings, in-services, and conferences, as appropriate for continued professional growth.

15. Facilitates monthly staff meetings and monthly individual staff supervision meetings and keeps appropriate documentation.

16. Provides clinical leadership to support the implementation of evidence-based practices.

17. Assures all staff receives the required training related to their job

18. May provide administrative supervision to other ancillary staff as assigned.

19. Communicates the mission, vision and core values of SCCMHA to employees and implements these principles in all duties of this position.

INCIDENTAL DUTIES AND RESPONSIBILITES:

1. Performs various administrative/clerical functions such as preparing travel vouchers, making copies of documents, filing, etc.

2. Participates in local and statewide effort to plan for programming that will provide appropriate service.

3. Attends meetings, seminars, workshops, and community events related to the public mental health mission.

4. Reacts productively to change serving as a model to staff.

5. Participates in CQI functions.

6. Uses computer hardware and software to perform tasks.

7. Accepts other assignments as needed.

REPORTING RELATIONSHIPS:

Reports to: Director of Services for Persons with Intellectual and Developmental Disabilities

Supervises: Support Coordinator(s), Mental Health Therapist(s), Community Liaison-DD, and support staffin department.

WORKING CONDITIONS/ENVIRONMENT:

Works in office/clinic. Working with individuals with intellectual/developmental disability and/or mental illness who can be dangerous with possible injury to themselves and others. May counsel individuals who may become potentially violent. Requires travel to multiple locations, sometimes in bad weather.

QUALIFICATIONS:

Education:      A Master’s degree in a Social Work and one year of experience working with people with intellectual/developmental disabilities

Experience:    Previous supervisory experience in a clinical mental health or related organization preferred. A minimum of three years relevant professional clinical experience, in mental health treatment programs, serving individuals with intellectual/developmental disabilities.

Licenses and Certifications:    Valid Michigan Driver’s license with a good driving record. A limited licensed master’s social worker (LLMSW) with the expectation that full licensure will be obtained within two years, licensed master’s social worker (LMSW)

4. Computer competency, including word processing, spreadsheets, databases, internet, E-mail.

8. Problem solving and mediation abilities, including ability to effectively manage personnel.

9. Ability to maintain favorable public relations and provide community leadership.

11. Ability to maintain strict confidentiality.

Physical/Mental Requirements:

1. Hearing acuity to converse in person and on telephone.

2. Visual Acuity to observe consumers behavior, read and proofread documents and use CRT.

3. Ability to walk, stand or sit for extended periods of time.

4. Manual dexterity to write and to operate standard office equipment (PC, Keyboard, Copy Machine, Fax Machine, etc.)

5. Ability to lift and carry files and supplies at least 20 pounds.

6. Strong interpersonal skills to interact with leadership, employees, consumers and the general public.

7. Analytical skills necessary to conduct research, analyze, and interpret complex data and identify and solve problems by proposing courses of action.

8. Ability to plan short and long range and to manage and schedule time.

9. Ability to handle stress in meeting deadlines and dealing with large numbers of employees and/or consumers.
