The Purchasing Manager leads the company's end-to-end supply process across procurement, strategic sourcing, and day-to-day buying. This role ensures materials, equipment, and services are available at the required quality, quantity, cost, and time while controlling inventory, supplier risk, working capital, and purchasing compliance.

Core Responsibilities

1. Procurement and Inventory Management
2. Evaluate historical and forecasted usage, supplier lead times, order quantities, and service risk to establish and maintain item-level minimum and maximum levels, reorder points, and safety stock.
3. Monitor inventory availability, commitments, open purchase orders, expected receipts, shortages, and excess or obsolete stock; act before production or projects are affected.
4. Plan and lead cycle counts and physical inventories, investigate and reconcile variances, and improve receiving, storage, issuing, and inventory-control practices.
5. Utilize NetSuite to manage vendors, pricing, purchase orders, receipts, inventory, and job-cost data while maintaining accurate master data and purchasing workflows.
6. Manage purchasing policies, approval limits, supplier performance, purchase-order controls, and KPIs, including availability, purchase-price variance, savings, on-time delivery, shortages, inventory accuracy, and turns.

1. Strategic Sourcing
2. Lead competitive sourcing for major precast categories and develop qualified alternate suppliers for critical materials and services.
3. Issue RFQs and RFPs, perform total-cost analyses, and negotiate price, freight, lead time, payment terms, minimum quantities, escalation, warranties, and service levels.
4. Negotiate project, annual, and volume agreements when advantageous, and monitor commodity and supplier markets for buy-ahead, alternate-source, or specification opportunities.
5. Partner with Engineering and Quality to qualify substitutions and ensure compliance with drawings, specifications, PCI requirements, and customer commitments.
6. Manage supplier scorecards, corrective actions, claims, and commercial recovery related to defects, shortages, late deliveries, freight damage, and other supplier-caused costs.

1. Buying and Transactional Purchasing
2. Create accurate and properly approved NetSuite purchase orders with the correct pricing, quantities, specifications, delivery dates, freight terms, locations, and project or job coding.
3. Confirm supplier acknowledgments, expedite threatened orders, maintain current promised dates, and communicate shortages and recovery plans to Production and Project Management.
4. Adjust, close, or cancel purchase orders as requirements change, and resolve receiving, quantity, price, freight, and invoice discrepancies with Accounts Payable and operating teams.
5. Coordinate emergency purchases with the appropriate approval and documentation while minimizing premiums, downtime, and repeat occurrences.
6. Obtain and route required mill test reports, certificates, safety data sheets, and other compliance documentation while maintaining complete records of commercial commitments and changes.

• Other materials and services required to manufacture, deliver, and erect precast products

Qualifications

• Bachelor's degree in supply chain, business, construction management, engineering, or a related field preferred; equivalent relevant experience will be considered.
• Five or more years of purchasing, sourcing, inventory, or supply-chain experience in manufacturing, construction, precast concrete, steel, or heavy industry preferred.
• Demonstrated experience with negotiation, bid analysis, material planning, inventory control, supplier management, and purchasing processes.
• Strong working knowledge of NetSuite or a comparable ERP system, along with advanced Excel skills for analyzing purchasing, usage, inventory, pricing, and supplier data.
• Ability to read specifications, drawings, bills of material, and project schedules.
• Strong communication, urgency, judgment, organization, and attention to detail.

Physical and Work Requirements

This is primarily an office-based position with regular interaction in plant, warehouse, receiving, and yard areas. xhyhwjd The Purchasing Manager will also perform inventory counts as needed to maintain appropriate inventory levels.
