West Hills Community College District Vice Chancellor of Educational Services and Institutional Effectiveness Compensation: Salary, length of contract, and other terms and conditions of employment will depend on experience and will be competitive with those of similar districts in the Central Valley. Starting minimum salary is $245,000.00. Summary The West Hills Community College District is seeking a dynamic, experienced, senior leader to oversee the Educational Services and Institutional Effectiveness areas of our district. This role offers an exceptional opportunity for a senior leader to provide strategic leadership for districtwide educational programs, student services, and institutional effectiveness initiatives across our two campuses and educational center. Distinguishing Career Features Under the direction of the Chancellor, the Vice Chancellor of Educational Services and Institutional Effectiveness is accountable for planning and implementing strategies that provide leadership and direction of efforts for district Educational Services, Student Services, Workforce Development, Categorical Funding and Grants, State and Federal Programs, Contract Training, Marketing, Institutional Research, and Child Development Centers. This individual will bring broad vision and executive leadership to district-wide policy, planning initiative and coordination of services by performing the following essential functions: Essential Duties and Responsibilities Serve as the chief advisor to the Chancellor on strategic matters related to district-wide planning and educational services and recommending board policies and administrative procedures. Oversee the development and implementation of District instructional and student services policies and procedures; ensure consistent application of objectives, policies and procedures; ensure that instructional programs and student services are following applicable state and federal laws, and regulations and accreditation standards. Serve as a resource to the district’s colleges for educational planning, student success, professional development, continuous improvement, and grant development processes. Participate in and lead district governance committees. Participate and present at District Board Meetings. Monitor state, federal and local legislation and policy implementation for instruction, student services areas and other areas that may affect the District. Provide leadership and oversight for the development, implementation, and evaluation of districtwide educational program, including academic pathways, certificate program, transfer, and degree programs. Implement processes, strategies and feasibility planning to ensure resource development needs are appropriate to achieve the District’s instructional and student services goals and objectives. Provide leadership to the Vice President group (Instruction and Student Services) in the planning and implementation and coordination of academic programs, and student support services District-Wide. Responsible for conducting monthly District Director Meetings. Supervise and evaluate assigned staff; participate in the screening and selection of staff as required; train staff on services and programs as implemented. Provide fiscal oversight and district coordination of state, federal, and private sector grants and initiatives. Actively participate in the budgeting process; ensure that the budget development process is responsive to the objectives developed during strategic planning and in alignment with the Student-Centered Funding Formula. Develop and administer budgets for areas of responsibility. Responsible for planning and directing workforce education programming; establish liaisons with business organizations, community and regional groups, other community colleges, and four-year colleges and universities; analyze business and industry trends to identify key workforce needs; promote and market workforce development through presentations, brochures, correspondence, and other materials. Promote student success initiatives such as dual enrollment, early college program development, guided pathways, and innovative student services. Work cooperatively, responsively and facilitate communication and understanding with all segments of the district administration, colleges and the community at large. Serve as the district liaison with workforce development boards, regional consortia, K-12 schools, higher education institutions, and state and local agencies, including the California Community Colleges Chancellor’s Office and, as appropriate, federal agencies. Work cooperatively with College Presidents, or designee, on a range of programmatic services and in the development of strategies to achieve established objectives within available resources. Serve as a member of various campus committees and task forces, including the Chancellor's Executive Cabinet, the District Educational Coordinating Council, the District Strategic Planning Committee, The District Leadership Council, Joint Enrollment Directors Committee, and Joint Vice Presidents Committee. Prepare and present professional development to districtwide management team, classified professionals, and faculty. Work with Institutional Effectiveness Director on research and planning initiatives and board of trustee’s presentations. Work with Institutional Effectiveness Director on Accreditation standards for the district office. Provide supervision to a team of district-level administrators in such areas as Grants, Workforce Development, Contract Training, Workplace Learning, Child Development, and Research and Development to ensure implementation of district-wide goals, applicable statutes, regulations, and policies. Complete special projects assigned by the Chancellor. Knowledge, Skills and Abilities The position requires demonstrated knowledge and leadership experience in educational services and student services, existing and emerging regional and state workforce initiatives (e.g., Strong Workforce, Perkins IV, K-12 Initiatives, etc.) and experience in developing new partnerships. Requires advanced knowledge of fiscal management, strategic planning, and accreditation. Requires a working knowledge of pertinent Federal and State laws and an understanding of the college’s rights and responsibilities as they relate to those areas. Requires an in-depth knowledge of curricula, program review and program viability as they relate to academic accreditation. Requires skills in organization and project management practices as applied to the analysis and evaluation of programs, policies and administrative needs as they relate to student services and educational services. Requires a working knowledge of the budget preparation and administration process. Requires in-depth knowledge of the principles of functional leadership, training, and performance evaluation. Requires skill in organizing work and building an effective team to respond to student needs. Requires demonstrated effectiveness in leading and motivating managers, faculty, and staff with a collaborative style in a collegial and shared governance environment. Requires advanced human relations skills to deliver formal and influential presentations, build effective teams, review performance, and exercise a unique sensitivity to the needs and interests of a diverse student population. Requires the ability to be a fair-minded, ethical, and honest leader with excellent interpersonal and communication skills oral and written. Requires the ability to lead and accept responsibility. Physical Abilities Requires the ability to function in an office environment performing work of primarily a sedentary nature with some requirement to move about campus and to off-campus locales. Requires the ability to use hearing and speech to make presentations to groups and carry on conversations over the phone and in person. Requires near visual acuity to read printed materials and computer screens. Requires sufficient hand/arm/finger dexterity to retrieve work materials and operate standard office equipment. Minimum Qualifications This position requires a master’s degree from an accredited college or university, doctorate preferred. This position requires a minimum of six years of increasingly responsible management experience in higher education, a minimum of two years in an executive level role, preferably in instruction/student/educational services at an accredited postsecondary educational institution. Liceses and Certificates This position may require a valid driver’s license to travel to and from district sites. Working Conditions Work is performed indoors where minimal safety considerations exist. Travel to and from district sites may be required.
