Job Description The Finance Technician plays a key role in managing accounts payable and contracts in a fast-paced, team-oriented environment. DEFINITION Perform technical and support duties in a variety of financial applications, including processing of payroll, accounts payable, collections, and general accounting.
SUPERVISION EXERCISED AND RECEIVED Receives direction from assigned staff. May exercise supervision or train assigned staff. Examples of Duties
Duties may include, but are not limited to, the following:
Performs technical and support duties in a variety of financial applications, including accounts payable and receivable, collections, and general accounting;
Researches and compiles complex financial information; assists in the preparation of reports, journal entries, and a variety of financial audits; reconciles financial statements; inputs, audits and balances authorized amounts for revenues and expenses;
Interpret and enforce FACT Act identity theft guidelines and insure Federal Red Flag compliancy rules are followed; work with appropriate parties for proper resolution of situation;
Research and resolve complex problems; interact with third party for customer satisfaction;
Performs a variety of responsible clerical/technical work in support of the department including customer service needs;
Performs other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community. Typical Qualifications
Knowledge of: Principles and practices of financial record keeping and the basic purpose and nature of government accounting; financial fundamental, regulations, policies, and procedures governing various financial practices;
Modern office practices and procedures; operation of computers, peripheral and standard office equipment (including Excel and ERP Software); systems and methods for file maintenance and automated computer systems;
Ability to: Perform technical and support duties in a variety of financial applications, including accounts payable, collections, and general accounting;
Interpret and apply regulations, policies and procedures; prepare a variety of written reports, records and correspondence;
Supervise, train and evaluate the work of others; Audit compliance with applicable procedures, methods and regulations;

Education: Equivalent to completion of high school; an Associate of Arts degree in a related field is desirable.
Experience: Three to four years of experience in a finance or accounting-related business performing a wide rate of duties to include journal entries, accounts payable, purchasing, customer service, and collecting, recording and balancing cash; two year experience in a senior position is highly desirable.

EMPLOYMENT BENEFITS SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.
HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).
HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.
LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.
RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.
FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.

The City agrees to provide a vision care plan, equivalent to the VSP Plan B, with a $25.00 deductible for the employee and dependents; the entire premium to be paid by City. DEFERRED COMPENSATION:
A deferred compensation plan is available at the employee's option. EDUCATION ALLOWANCE:

Employees hired after January 1, 2013, with less than a six-month break in CalPERS (or reciprocal agencies) are enrolled in the 2%@55, three-year retirement formula. At present, employees will contribute towards the employee portion of their CalPERS retirement costs.
