You will gain an in-depth understanding of city services and connect with the community by managing the many types of positions, schedules, and employees needed to operate the CBJ. Working Hours and Location Position is located downtown in the HRRM offices of City Hall. Working Monday through Friday from 8:00 a.m. to 4:30 p.m. Employees may choose free parking in the Marine Way garage or a bus pass. Typical Responsibilities If you are selected for this position, you will perform a wide variety of human‑resource tasks as primary technical support for personnel action processing, Family Medical Leave administration, recruitment efforts, and coordination of the CBJ Drug & Alcohol Program. Specific duties include: Certify city-wide electronic personnel actions; ensure compliance with applicable rules and verify supporting documentation. Provide expert technical guidance to administrative staff on entering personnel transactions and applying rules, policies, and union contract provisions. Research and recommend resolutions for complex, unusual, or non‑routine personnel actions. Develop and recommend strategies to market vacancies beyond standard recruitment outreach. Determine applicant eligibility and resolve disputes related to initial merit‑quality determinations. Review, audit, and certify initial appointment documentation for new hires. Deliver new‑employee orientation and update training materials to reflect current policies. Determine FMLA eligibility, notify relevant parties, track entitlements, and report potential fraud or conflicts for review. Conduct fact‑finding on pay and personnel action inquiries, draft chronologies and recommendations, and correct errors. Explain employee rights and responsibilities under federal, state, and city laws such as ADA, FLSA, USERRA, and FMLA. Serve as liaison with IT and other departments to install new systems, implement changes, and act as system administrator for special projects. Administer the City and Borough drug and alcohol testing program, including random testing notices, new‑employee testing, background checks, and quarterly audits. Produce scheduled reports on a monthly or quarterly basis. Provide backup front‑office support, phone assistance, and respond to public inquiries as needed. Other related duties as assigned. Minimum Qualifications High‑school graduation or equivalent. Two (2) years of progressively responsible administrative experience, including HR duties such as recruitment, payroll, personnel action processing, or employee onboarding. Valid driver’s license at time of appointment. Related coursework may substitute for one month of experience based on 2½ semester hours or 4 quarter hours.
