ADMINISTRATIVE SERVICES MANAGER III/FINANCE ADMINISTRATION

Job Summary The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation and is committed to addressing the homelessness crisis. The Department of Health Services Finance Administration is seeking candidates to fill emergency Administrative Service Manager III vacancies that will primarily support this effort. Applicants may be hired for an initial up to 90‑day period with the opportunity to transition to permanent County employment. Responsibilities Directs a section composed of multiple units responsible for providing administrative services that directly impact the management of major departmental programs and operations. Directs, manages, and oversees the preparation of the budget for a large County department. Directs and oversees studies involving the funding of new state‑mandated programs and other highly complex research requiring qualitative and/or quantitative analytical methods such as budget forecasting, trending, and cost‑benefit analysis. Prepares, directs, and reviews complex financial reports containing financial impact analyses due to budgetary changes at various governmental levels, including program rate review, budget status, and cash flow reports. Represents the department on matters involving fiscal disallowances, settlement agreements, curtailment of funding, and other highly sensitive, contentious, and confidential issues. Directs and oversees highly complex research assignments such as misconduct, fraud, and abuse of authority investigations. Represents the department on audits from the Auditor‑Controller, District Attorney reports and other sensitive, confidential issues. Performs various administrative duties (e.g., creating and maintaining files; formatting standard documents; receiving, processing, and routing documents) in accordance with federal and state laws, county ordinances, and departmental policies. Qualifications Option 1: Two years of bona‑fide supervisory experience in human resources, budget, finance, contracts, or closely‑related fields and an additional two years of experience at the level of a journey analyst or higher. Option 2: Two years of bona‑fide supervisory experience and four years of experience at the level of a journey analyst or higher in the same or related fields. Option 3: Two years of experience at the level of a senior analyst or higher in a consultative role within the Department of Auditor‑Controller, Chief Executive Office, Department of Human Resources, or Internal Services Department’s Countywide Contracts Division, plus four years of experience at the level of a journey analyst or higher in the same or related fields. License and Physical Requirements License: A valid California Class C Driver License or the ability to use alternative transportation when required. Physical Class II – Light: Administrative and clerical duties, occasional light lifting up to 10 pounds, and frequent ambulation. Special Requirement Information Bona‑fide supervisory experience includes planning, assigning, evaluating performance, interviewing, and performance management. Journey‑level analyst work requires independent judgment and the ability to identify and select analytical methods for complex, sensitive problems in human resources, budget, finance, or contracts. Senior‑level analyst work involves leading complex assignments and providing guidance to staff on highly specialized issues that impact major departmental programs. Assessment Process During the initial work period, performance will be evaluated with 100% weight. Successful candidates will be considered for permanent appointment.
