Minimum Qualifications:
- Ten years of professional experience directly related to the duties and responsibilities of this position.
- A degree from an accredited college or university with a major course of study in marine biology, life, or physical science may substitute for the required experience as follows:
- Bachelor of Science degree and six years of professional biological experience in a field or laboratory program; or
- A Master of Science degree and four years of professional experience in a field or laboratory program; or
- A doctorate and two years of professional experience in a field or laboratory program.
Preferred Qualifications:
Preference may be given to candidates with the following qualifications:

- Master of Science degree in biological science or a closely related field.
- Minimum of four years of experience related to this position’s job duties.

- Employment in this position is contingent upon a satisfactory criminal history check, including fingerprinting, in accordance with Chapter 435, Florida Statutes.
- Working hours will vary at times and require work on holidays, weekends, and evenings; hours may exceed eight hours per day or forty hours per week.
- Some travel is required and may include weeknights, weekends, and holidays.
- The incumbent will be required to submit a financial disclosure form upon hire and annually thereafter in accordance with Section 112.3145, Florida Statutes.

Overview:
This position serves as Section Leader of the Division’s Analysis and Rulemaking Section, which coordinates and develops marine fisheries policy and rulemaking for state-managed species, and oversees established management programs.
Position Responsibilities:
-
- Supervision, leadership, planning, evaluation, and administrative assistance to the Analysis and Rulemaking Section staff in the development of marine fisheries management policy and rulemaking and the implementation of established management programs.
- Oversee the development and presentation of rulemaking packages for state waters marine fisheries issues to the Commission.
- Analysis of fisheries and social science data to develop rulemaking packages for consideration by Commissioners.
- Lead and supervise staff who engage with stakeholders and experts on fishery management issues at local or statewide scales to inform the need for rulemaking, gather feedback on rule proposals, and develop support for division initiatives and the conservation of Florida’s living marine resources.
- Communicate and coordinate state waters marine fisheries management issues across the state.
- Coordinate with FWC’s Fish and Wildlife Research Institute about marine fisheries science, research, and monitoring.
- Manage a budget of approximately $150,000 in recurring funds with additional non-recurring funds for oyster restoration ranging from $2–30 million.
- Integrate the work of section staff with other staff in the division and the agency.
- Serve as a liaison with state and federal agencies on environmental issues affecting Florida fisheries
- Lead legislative bill analyses and contribute to the legislative budget request process within the division.
- Ensure rulemaking timelines and requirements are met.
- Coordinate the division’s Workplan process, track workplan progress, and collaborate on workplan execution with the Fish and Wildlife Research Institute.
- Oversee the division’s records management program and maintain the history of rulemaking.
- Assist the Division Director and the Deputy Director in special projects as needed.
