Physical Security Regulatory Compliance Manager

Position Summary: Apply diversified knowledge to determine the appropriate policy direction and develop recommendations for the company's physical security regulatory compliance with federal, state and local jurisdictions. Consult with regulatory and subject matter experts throughout the company and industry to establish progressive and consistent policies, procedures, programs to meet mandatory regulatory compliance. Prepare and deliver supporting testimony in federal, state and local regulatory proceedings, administrative rulemaking as necessary. Coordinate physical security regulatory compliance activities in assigned jurisdictions.

Essential Responsibilities:

• Develop and coordinate physical security regulatory programs, policies, procedures based on mandates issued by federal, state and local government. Coordinate regulatory filings and associated data requests for multiple jurisdictions concurrently.
• Identify impacts of regulatory initiatives on company facilities from state-specific to national perspectives. Conduct internal assessment activities including training, spot checks and reviews to ensure compliance. Facilitate project activities as needed to address identified gaps.
• Continuously interact with regulators, stakeholders and internal customers to identify and proactively pursue results that reflect the company's regulatory policies and strategies of physical security mandates, policies and initiatives
• Advocate the company's positions with regulators and stakeholders in a variety of forums (e.g. regulatory proceedings, administrative rulemaking, hearings, councils, industry organizations, etc.) Advocate physical security policies in assigned jurisdictions that are consistent with company policies in other jurisdictions. Maintain oversight of regulatory rulemaking activities in assigned jurisdictions and provide written and oral comments to prepare and deliver supporting testimony as required.
• Perform field inventory of physical security technology required by regulatory and contractual compliance as well as any internally identified procedures assigned related to inventory of assets. Assist in physical security investigations as required.
• Serve as liaison with internal regulatory departments. Manage audits with internal departments and provide enterprise security management with findings. Maintain physical security control documentation and tracking of physical security projects at assets to ensure that standard requirements around physical security are maintained.

Minimum Requirements:

• Completion of a four year academic degree, preferably in security management, criminal justice or business administration or a combination of other relevant security education.
• Minimum of 10 years of industrial security experience in a corporate environment, with extensive knowledge of the electric, gas, and/or hydroelectric energy sectors. Equivalent experience in utility operations and physical security regulatory compliance will also be considered.
• 8 years regulatory project management and experience developing and managing security requirements to meet federal, state and local government mandates.
• Professional certification - CPP (certified protection professional) preferred.
• Must be able to qualify for and obtain a federal government security clearance.
• Excellent written and oral communication skills are required.
• Must be able to work flexible hours to meet situational demands.
• Frequent travel and must be able to travel with little advanced warning.
• This position is subject to 24-hour on call status and response.
• Valid driver's license.

Preferred Requirements:

• Preferred candidate will be able to personally conduct site inspections at a variety of facilities. Must be able to climb ladders, to inspect roof hatches or other such openings, lift floor tiles to inspect under the floor, to get down on hands & knees to see under flooring or inspect culverts or holes in fences and walk on uneven surfaces or terrain
• Experience in military and/or law enforcement or corporate security is preferred.

The anticipated starting base pay for this position is: $84,900.00 to $120,566.00 per year.
