Administration Building Status/Level: Executive (EX)/ Full Time Wage: $171,199-$297,956-$463,567 SUMMARY The Chief Operations Officer (COO) translates Tribal Council priorities into coordinated operational plans for Tribal Government. Acting within authority delegated by Tribal Council, the COO leads Government Administration, aligns leadership around measurable outcomes, and represents the Match-E-Be-Nash-She-Wish Tribal Government with local, state, and federal agencies. The COO also facilitates strategic planning, operational initiatives, change management, operational and cultural stewardship as directed by Tribal Council. DUTIES AND RESPONSIBILITIES include but are not limited to the following: Government Operations: * Provide overall leadership and guidance to the leadership team for areas of direct supervision and other Tribal entities as the Tribal Council deems appropriate,* Collaborate with the Executive Management team to develop strategic plans, sound policies, and best practices in the area of labor relations and personnel management, operational oversight, and fiscal accountability* Provide analytics for the Tribal Council and the Government Leadership team, to capitalize on initiatives that will improve efficiency and performance* Expand data mining across entities to reflect insights from internal and external sources, to ensure decisions are well grounded in data* Lead compliance efforts with all applicable Tribal or federal laws, regulation or policy within direct areas of oversight and at the direction of Council* Initiate policy and procedure, or re-engineer processes to ensure the conservation of tribal financial and personnel resources while enhancing overall performance* Translate strategic and tactical business plans into operational plans with defined owners, timelines, performance measures, and reporting expectations for all assigned areas and staff.* Evaluate and advise Tribal Council and Government Leadership team on the impact of long-range planning, of new programs/strategies and regulatory actions, as those items develop or influence Tribal Government and enterprises* Continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries, and markets* Administer management, oversight, and employee relations in a manner consistent with the traditional value system of the Gun Lake Pottawatomi FISCAL RESPONSIBILITIES: * Provide leadership in developing and evaluating short- and long-term financial objectives and report performance, risks, and recommended actions to Tribal Council.* Correlate operational and financial data to ensure the financial impacts of decisions are reported.* Assist in negotiating directly with BIA, IHS and other funding agencies as directed by Council* Ensure compliance with AFA agreements and grant funding agency requirements in the delivery of services* Partner with CFO ENTERPRISE RESPONSIBILITIES: * As directed by Tribal Council, provide strategic oversight of designated Tribal Government and enterprise functions, services, and activities to advance approved goals, strengthen coordination, and support sustainable growth.* Partner with the CHRO/CIO/CFO and appropriate enterprise leaders to address executive performance matters and support the attraction and recruitment of executive talent, consistent with delegated authority and established governance processes. ADDITIONAL RESPONSIBILITIES: * Participate in Tribal Citizen activities and other Tribally sponsored events that support Tribal sovereignty, culture, and customs* As directed by Tribal Council, carry out delegated management and oversight responsibilities for designated Tribal Government and enterprise functions within the authority defined by Tribal Council. OTHER SKILLS AND ABILITIES * Excellent negotiation and facilitation skills* Ability to mentor and develop administration and director level staff* Strong background in public relations, interpersonal communication, and supervision* Strong problem-solving skills and evaluation abilities* Strong knowledge of modern principles, methods, and techniques of administration and program planning* Ability to read, analyze and interpret various reports and documents, including financial records and legal information. Must have knowledge of grants and the grant writing process including grant writing, grant funding, grant report writing, and grant evaluation* Knowledge of the Bureau of Indian Affairs, Indian Health Services, and other state/federal funding agencies* Ability to think critically and strategically and function both independently and as part of a team* Ability to maintain accurate records and prepare executive-level reports, correspondence, and other written materials with professionalism and proficiency.* Must possess excellent written, analytical and oral communication skills* Must have outstanding leadership and management skills* Exercise initiative, good judgment, courtesy and discretion in all interactions* Ability to manage multiple priorities and adjust to changing priorities in a professional manner* Maintain the highest standard of confidentiality in all areas as required* Must be highly ethical and possess a high level of integrity* Ability to meet and communicate effectively with people and maintain favorable working relationships PHYSICAL REQUIREMENTS * Work is typically performed in an office environment; however, work may be conducted in the casino, which may be unusually hot, cold, and noisy, and may contain second-hand smoke* Requires normal, corrective vision range, the ability to see color and the ability to distinguish letters, numbers, and symbols* Manual dexterity to operate job-related equipment* Performance of job duties will require standing, walking, sitting, lifting, reaching, pushing, pulling, twisting and grasping CONDITIONS OF EMPLOYMENT * Must be able to obtain and maintain a gaming license* Ability and willingness to travel as necessary; locally and out of town, including overnight stays, to attend various conferences, training, and meetings* Will require some non-traditional hours, including working evenings, weekends and holidays as necessary to meet essential organizational management and strategic deadlines SUPERVISORY RESPONSIBILITIES Has supervisory responsibility over executive or senior-level staff as outlined in the Gun Lake Tribe's Organizational Chart and as assigned by the Tribal Chairperson and Tribal Council. NATIVE AMERICAN PREFERENCE The Match-E-Be-Nash-She-Wish Band of Pottawatomi recognizes Native American preference in its hiring and employment policies.## Qualifications ESSENTIAL QUALIFICATIONS * Graduate degree in Business Administration, Public Administration, or a related field, plus at least five years of senior executive-level experience, including a minimum of three years at the director level managing Government operations, or a combination thereof.* Bachelor's degree in Business Administration, Public Administration, or a related field, plus at least ten years of senior executive-level experience, including at least five years at the director level managing Government operations.* Demonstrated success in mentoring and managing large, cross-functional teams and flexibility to positively influence people at a variety of levels, internally and externally* Demonstrated ability to conceptualize, launch, and deliver multiple projects on time and within budget* Experience with project management methodologies/tools and implementation* Demonstrated executive leadership, interpersonal effectiveness, and communication skills, with the ability to align diverse stakeholders, communicate complex matters clearly, and influence decisions across Government and enterprise settings.* Must be able to obtain and maintain a gaming license* Demonstrated knowledge of laws, codes, and agency regulations that apply to Tribal Government and Tribal enterprises* Tribal experience and/or gaming operations experience preferred
