This role emphasizes delivering exceptional customer service in a high-demand, service-focused environment. The Developer will work closely with users, management, and stakeholders. Responsibilities may include planning and developing automated tax application systems, maintaining tax systems, managing computer operations related to tax processing, and supporting other IT functions critical to the agency’s business objectives. Key duties involve analyzing user requirements and activities and developing or enhancing tax-related programs and systems to meet operational goals.DUTIES AND RESPONSIBILITIESReview and analyze organization business needs; confers with users to evaluate requirements, discuss solutions and develop plan of approachAnalyze and design program logic, screen layouts, reports, station criteria and testing criteria to support development of new or enhanced tax systems; evaluate prototypes, design techniques, tools and instructional methodsPerform all aspects of tax systems design including writing required programs, testing and evaluation of new processes and implementation of new tax applications; writes, tests, debugs and documents softwarePrepare development request documentation to support new or enhanced tax systems and tax applications; translates into detailed functional requirements, technical designs and specificationsConduct or coordinate user acceptance, performance stress, regression and integration testing; makes changes and corrections as neededPerform ongoing maintenance and review of tax applications systems and programs; identifies problems and develops appropriate solutionsParticipate in planning, design, development, integration and implementation of tax software and technologyConfigures, develops, and implements solutions within the context of the GenTax Integrated Tax SystemCollaborate with other developers in configuring, developing, debugging, and tuning application solutionsCoordinates with other IT functional areas and business units as necessary to understand functional requirements and business needsInteract with the on-site consultants to complete project task assignments from documented business requirements and developer testing to implementationUtilize strong team skills with customer-support approach to handling complex business solutionsPerform other duties as assignedCOMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIESKnowledge ofComputer technology; programming languages; coding processes; and security measuresAnd understanding of .Net, and SQL programmingSoftware development life cycles, object-oriented programming, relational databases, user interfaces, business processes, testing technology, and code analysisSkills inWritten and verbal communication and interpersonal skillsListening and analytical skillsProblem solving, critical thinking, and attention to detail skillsAbility toReview and translate specifications to write programs to produce desired resultsDevelop and use appropriate testing protocolsUse and interpret technical manuals and publicationsTake general input and direction, and organize and complete assigned project tasksOperate web-based tax applications from conception to deploymentBe an innovator, constant learner, and effective contributorDesign appropriate tax programs and systems while adhering to deadlinesRemain calm under project deadlines and day-to-day demandsWork within a team environment; coordinate and collaborate with othersEstablish and maintain effective working relationshipsReview and analyze user requests and other informationListen, learn, and adapt to changeMINIMUM QUALIFICATIONSEducation and Experience requirements at this level consist of:A Bachelor’s degree in C omputer Science, Management Information Systems, Computer Information Systems, or related discipline (Other disciplines may be considered if IT Professional Certifications are earned).AND Two years of experience with operational web-based applications from conception to deploymentOR a combination of related work experience and post-secondary education.PREFERRED QUALIFICATIONSPreference may be given to candidates with experience in .Net, C#, and/or SQL programming.PHYSICAL DEMANDSAbility to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.SPECIAL REQUIREMENTSTravel is not required for this position.Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.The primary work location will be on-site at the Oklahoma Tax Commission. Occasionally, telework may be requested based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work on-site with occasional telework at an off-site location, generally in the applicant’s home. To work remotely, an applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities.
