Description of Work The Program Coordinator oversees multiple federal programs including Community Development Block Grant (CDBG) and related programs, Appalachian Regional Commission, and Southeast Crescent Regional Commission. The position also works with other senior managers, the Federal Program Compliance Specialist and Regional Development Commissions Grants Management Representatives. Overall, the position serves as the program assistant to the directors, serves as the main program contact for customers, and coordinates transactional activities. Providing administrative support including schedule and travel management for the directors and sr. managers. Coordinating requisition processing for Appalachian Regional Commission (ARC) and Southeast Crescent Regional Commission (SCRC) from origination to payment. Preparing and processing Budget Authorizations (BDA) for ARC, SCRC, and CDBG staff travel. Assisting with federal program application processing and tracking. Performing program application reviews for accuracy and completeness. Preparing Grant Agreements, Fiscal Agent Agreements, and Funding Approvals for ARC, SCRC, and CDBG programs. Administering and maintaining databases and information systems including Appalachian Regional Commission Network (ARCnet), Grant Management System (GMS), and supporting Excel spreadsheets. Developing and maintaining contact information for internal and external stakeholders, including consultants, grantees, and community partners. Maintaining compliance and ARC files; reviewing for completeness and report findings of federal cross‑cutting compliance plans. Assisting with writing, proofing, and tracking of updates to Standard Operating Procedures and policy bulletins. Working with Communications for web postings and content management. Supporting needs for ARC and CDBG training including traveling to other sites, preparing PowerPoints, recording online meetings, and creating training and application packets. Some travel involved. Must have a valid NC Driver License. Knowledge, Skills and Abilities / Management Preferences Applicants who possess the following qualifications may receive management preference: Demonstrated experience of basic accounting and financial data analysis. Demonstrated experience interpreting and applying the federal and state laws, rules and regulations that govern the Community Development Block Grant (CDBG) and Appalachian Regional Commission (ARC) programs. Demonstrated experience organizing and assisting with public meetings and conferences with local government, civic leaders, and other professionals. Demonstrated experience with Microsoft Word, Outlook, Excel and PowerPoint. Salary Recruitment range is $39,244 - $58,000.
