Assistant Environmental Services Manager - Echo Cliffs Health Center

Navajo Preference Employment Act In accordance with Navajo Nation and federal law, TCRHCC has implemented an affirmative action plan pursuant to the Navajo Preference in Employment Act. Overview This position is in the Environmental Services Department of the Echo Cliffs Health Center. The Assistant Manager is responsible for assisting the Environmental Services Manager (Manager) in coordination of Environmental Services operations, to oversee laundry plant operations (soiled linen pickup and delivery and storage; the department also includes a laundry plant operation at an on‑campus building), as well as managing, training, and assessing performance evaluation. Ensures department operations are in compliance with TCRHCC policies and procedures, the Joint Commission (TJC) standards, Infection Prevention and Control practices, and other mandatory regulatory requirements. Assist the Manager scheduling, linen materials and equipment, and schedules work assignments based on standards for cleanliness and sanitation of a health care environment. Maintains standards to encompass such areas as the methods, procedures and safety precautions, the selection measurement and proper use of cleaning supplies, and the use/maintenance of equipment. May be subject to emergency callback after working hours, weekends, or holidays. Qualifications

NECESSARY QUALIFICATIONS

Education: High School Diploma or GED Certification: Must have a current valid driver’s license without restrictions and maintain it throughout employment. Must obtain the Resource Conservation and Recovery Act (RCRA) certification no later than 6 months from date of hire and maintain it throughout employment. Experience: Two (2) years of experience as a Lead/Manager/Supervisor position in a Healthcare Environmental Services area. Must have proficient computer experience and knowledge of Microsoft Office Programs (Word, Excel, PowerPoint, and Outlook). Other Skills and Abilities: A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers. Positive working relationships with others. Possession of high ethical standards and no history of complaints. Reliable and dependable; reports to work as scheduled without excessive absences. Excellent communication and motivational skills; ability to work with people from all levels of discipline. Good to excellent spelling, grammar and written communication skills; excellent customer service skills. Basic computer proficiency with word processing, spreadsheets, and email. Demonstrated interpersonal communication and presentation skills. Able to implement a working knowledge of education and training concepts to promote an Environmental Services program that assures an environment that meets TJC standards for Environmental Services standards. Ability to read, comprehend, understand, interpret, communicate, and implement Environmental Services standards to departmental staff. Completion of and above‑satisfactory scores on all job interviews, demonstrating to the satisfaction of the interviewees and TCRHCC that the applicant can perform the essential functions of the job. Successful completion of and positive results from all background and reference checks, including positive employment references from authorized representatives of past and current employers, demonstrating to the satisfaction of TCRHCC a record of satisfactory performance and that the applicant can perform the essential functions of the job. Successful completion of fingerprint clearance requirements, physical examinations, and other screenings indicating that the applicant is qualified to be employed by TCRHCC and demonstrating to the satisfaction of TCRHCC that the applicant can perform the essential functions of the job. Submission of all required employment‑related documents, applications, resumes, references, and other required information free of false, misleading, or incomplete information, as determined by TCRHCC.

PREFERRED QUALIFICATIONS

Education: Associates Degree in General Studies or higher degree e.g., Business Administration Other Skills and Abilities: Ability to speak Navajo, Hopi and San Juan Southern Paiute Responsibilities

ESSENTIAL FUNCTIONS

Responsible for determining staff levels, hiring and supervision of employees, employee scheduling, administering personnel policies, payroll preparation, employee contract management, and employee evaluations. Assist with the processing of payroll for the staff by maintaining employee edit requests, PTO requests, etc. Maintains accurate attendance records for staff. When appropriate, relieve staff members during employee sick/vacation time. Assume on‑call responsibilities to ensure adequate staffing and problem‑solving. Provides written and verbal instructions to employees on work procedures; assigns work to staff considering nature and level of assignments and capability and qualification of staff. Trains staff of the proper techniques and special procedure use in “super‑clean” areas, such as standard and transmission‑based precautions for protecting staff and patients from pathogenic agents. Conducts meetings and schedules trainings and conferences with departmental staff to explain and clarify work requirements, methods, and procedures as needed, giving special instructions on difficult and different operations and answering technical questions pertaining to work assignments. Assures staff follows all employee health requirements including mandatory influenza vaccination (or mask wearing), MMR, and TB skin testing and/or screening. Attempts to resolve employee grievances in accordance with TCRHCC policy and procedures; utilizes the Human Resources office when problems arise which require specialized, professional, and technical assistance. Stays current with Environmental Services trends and advancements in technologies/procedures. Reviews and evaluates all Environmental Services activities to measure the extent of achievement of objectives and to evaluate the effectiveness of processing methods, techniques, and procedures. Plans for linen inventory levels according to priority and usage, reorder levels, inventory loss rates, and takes corrective actions to prevent losses; monitors obligations and expenditures in the linen area. Makes scheduled visits (annually or as needed) to contract facilities such the contract laundry to evaluate the processing and handling of our items to ensure that TCRHCC is in compliance with the contract and all applicable regulations. Ensures compliance to biological control standards designed to yield safe and asepsis ecological environments. Collaborates with inter‑department staff and committees. Attends meetings and provides quality and performance outcomes to Infection Prevention and Control, safety, and Performance Improvement. Ensure proper PPE is always worn while on duty including but not limited to face mask, gloves, gown, NIOSH‑approved N95 filtering respirator or higher (if available), and eye or face shield. Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (See CDC website for most current updates). Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction. Ensure all “red zone” tasks and call backs are per House Supervisor’s and Department Manager’s PPE requirements. In the absence of the Laundry Manager or Environmental Services Manager, the assistant manager will supervise the laundry plant operation and fulfill the roles and responsibilities of the Environmental Services Manager.
