Telecommunications Operations Control Center (TOCC) Specialist II located in Austin, Texas. Contract - one year, possible extension.

Position Summary The Telecommunications Operations Control Center (TOCC) Specialist II is responsible for monitoring, supporting, troubleshooting, and maintaining mission-critical telecommunications and network infrastructure, including microwave, fiber, radio, data center, LAN/WAN, wireless, and Voice over IP (VoIP) systems. Serving as the first point of contact for internal and external customers, this role provides operational support, incident management, escalation coordination, and after-hours technical assistance. The Specialist works independently on routine assignments while receiving guidance for more complex issues and ensures timely communication regarding system status, outages, and service restoration activities. Key Responsibilities: Network and Systems Monitoring Monitor telecommunications and network infrastructure using system management and monitoring tools. Oversee microwave, fiber, radio, data center, LAN/WAN, wireless, and VoIP systems to ensure operational reliability. Identify, respond to, and document alarms, alerts, and service disruptions. Incident Management and Troubleshooting Initiate repair activities for system failures and service interruptions. Perform remote diagnostics, testing, and configuration of customer and field equipment through remote access tools. Troubleshoot system issues to the subsystem or component level using established procedures. Escalate complex incidents to senior technical staff when necessary. Determine root causes of outages and coordinate restoration efforts with field technicians and support teams. Take ownership of incidents through resolution following established Incident Management processes. Customer and Technical Support Serve as the primary point of contact for telecommunications customers reporting service issues. Gather detailed information from users to accurately assess and diagnose reported problems. Provide technical assistance and customer support for telecommunications and network-related services. Deliver after-hours technology support, including voicemail password resets, conference bridge setup, and other user assistance functions. Send and receive electronic file transmissions for customers accurately and efficiently. Communications and Documentation Maintain clear and timely communication with customers, stakeholders, management, and support teams regarding system status and incidents. Document troubleshooting activities, system changes, equipment updates, and incident resolutions. Follow and maintain operational procedures, escalation processes, and recordkeeping standards. Assist in developing and updating standard operating procedures for supported departments. Reporting and Performance Monitoring Track and maintain operational metrics including uptime, outage duration, service volume, and system performance. Generate reports and provide performance data to supervisors and management. Assist with ongoing analysis of system performance trends and operational improvements. Emergency Operations Support Support organizational emergency preparedness and response activities. Coordinate with Emergency Management and Safety personnel during emergency events. Assist with remote emergency communications requests. Serve as the point of contact for remote communications site access and security procedures. Additional Administrative Support Receive and document after-hours employee requests requiring Human Resources follow-up and forward information to the appropriate HR personnel. Perform additional duties and responsibilities as assigned. Minimum Qualifications Two (2) or more years of experience in one or more of the following areas: Telecommunications operations Network operations IT service delivery Service desk or desktop support Related technical support environments Preferred Qualifications Cisco Certified Network Associate (CCNA) certification. Associate degree in Telecommunications, Computer Science, Information Technology, or a related field. Required Knowledge, Skills, and Abilities: Technical Knowledge Understanding of networking concepts and protocols. Knowledge of LAN, WAN, wireless, VoIP, video conferencing, and portal management technologies. Knowledge of telecommunications infrastructure and systems. Familiarity with trunked radio systems and telecommunications alarm systems. Understanding of Cisco network architecture. Working knowledge of Windows and Unix/Linux operating systems. Familiarity with IT monitoring, management, and ticketing systems. Knowledge of ITIL processes and service management best practices. Technical Skills Ability to troubleshoot telecommunications and network-related issues. Experience with remote monitoring and management tools. Ability to interpret system alarms and determine appropriate response actions. Experience managing service tickets and work orders. Ability to operate radio communications equipment. Experience supporting trunked radio databases and systems. Knowledge of OpenSky network management systems and GO-Global platforms. Basic experience with facility access control management systems. Intermediate proficiency with Microsoft Office applications, including Outlook, Word, Excel, and related productivity tools. Professional Skills Strong customer service orientation. May require rotating shifts, nights, weekends, holidays, and on-call support. Work involves supporting mission-critical telecommunications and network infrastructure with high availability requirements.
