BUDGET ANALYST

The primary purpose of this position is to serve as a budget analyst responsible for the technical aspects of the AFTAC budget and management of resources of specific program and appropriations. Salary ranges include local market supplements. Responsibilities Responsible for a wide range of complex budget functions related to the formulation, analysis, programming, and execution of annual and multi-year budgets. Perform budget formulation work involving review and preparation of budget estimates and financial plans. Perform budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds for substantive programs or the most significant segments of substantive programs. Lead and/or perform special economic analysis and impact studies to evaluate actual or potential effectiveness of current or projected budget programs. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of detailed intensive budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute difficult and complex budget work assignments in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations; knowledge of automated data processing software program(s) capabilities and usage to accomplish difficult or complex budget/funding tasks; knowledge of the analytical principle, practices, methods to evaluate program plans and funding which involves substantial resources and requires extensive changes in established concepts and procedures; and knowledge of the Planning, Programming and Budgeting system (PPBS) to effectively plan resource requirements for new systems and equipment acquisitions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of detailed intensive budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute difficult and complex budget work assignments in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations Knowledge of automated data processing software program(s) capabilities and usage to accomplish difficult or complex budget/funding tasks. Knowledge of the analytical principle, practices, methods to evaluate program plans and funding which involves substantial resources and requires extensive changes in established concepts and procedures. Knowledge of the DoD Planning, Programming and Budgeting system (PPBS) to effectively plan resource requirements for new systems and equipment acquisitions. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's budgetary position to a variety of audiences. Ability to follow security practices for ensuring the safeguarding of classified information. CONDITIONS OF EMPLOYMENT CONTINUED Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. This is a Financial Management Level 2 Certified position IAW the National defense Authorization Act (NDAA)2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
