JOB SUMMARY:

Under minimal supervision, the Senior Accountant is tasked with assisting the Controller in the oversight of the general ledger (GL), performing complex general ledger transactions, completing various financial reporting functions, and providing guidance and support to the general ledger accountant and general ledger specialist. Will assist the controller with accounting tasks related to program management and auditing requirements.


MAJOR TASKS AND RESPONSIBILITIES:

1. Provide guidance and support to the general ledger staff for complex general ledger transactions, including the implementation of routine GL procedures for best practices.
2. Prepares various journal entries for multiple accounts, such as bank deposits, account transfers, GL adjustments, GL corrections for departments, clearing accounts, and others as needed.
3. Completes reconciliation of various general ledger accounts, grants, budgets, inter-fund transfers, clearing accounts, and others as needed.
4. Establishes regular procedures and performs scheduled analysis of general ledger balance sheets, such as cash and clearing accounts, and liability accounts to ensure accuracy and completeness.
5. Performs bank reconciliations for assigned accounts, reviews completed reconciliations, and provides guidance and corrections as needed to ensure accuracy and timeliness.
6. Assist in the annual single audit process, and ensure the balance sheet accounts are reconciled properly with adequate backup documentation, as requested.
7. Assist in the preparation of financial reports for tribal departments related to budgets and expenditures, as requested.
8. Provides support in reconciling accounts related to budget/grant requirements; assists with maintaining the general ledger and chart of accounts; and processes online computerized transactions, as requested.
9. Assist the Controller and CFO in the company's monthly and yearly closing, and any special projects as assigned.
10. Ensures compliance with all internal controls, tribal policies, Nooksack tribal codes, and applicable state/federal regulations per grant requirements.
11. Provide training to staff on various accounting concepts, such as general ledger journal entries and account reconciliations.

OTHER DUTIES:

Because of the Tribe's commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities.

MINIMUM QUALIFICATIONS

The following qualifications are required for the incumbent to be considered for the position.

REQUIRED EDUCATION, EXPERIENCE, AND TRAINING FOR POSITION:

• Bachelor's degree from an accredited College or University in Business Accounting, Finance, or related field, AND a minimum of three years of experience in Accounting, preferably government accounting, AND a minimum of three years' experience using fund accounting software such as MIP or SAGE.

Previous experience working in a tribal government environment is highly desirable.

REQUIRED SKILLS/KNOWLEDGE/ABILITIES POSITION:

1. Proficiency in MS Excel and accounting software.
2. Skilled in reconciling accounts, processing journal entries, and preparing financial reports for informational and operational use.
3. The ability to make sound judgments; take initiative; be flexible; and detail-oriented.
4. Must possess good communication skills (writing, spelling, listening, and speaking).
5. Must have follow-through and be able to complete tasks or ensure tasks assigned are completed on time and within budget.
6. Ability to be a positive role model to staff and have the ability to train staff in an accounting environment.
7. Knowledge of accounting principles, including knowledge of GAAP and GASB.
8. Ability to establish and maintain effective working relationships and work with Tribal people sensitively and confidentially.
9. Must be familiar with the Federal Administrative standards known as the Common Rule, as it specifically applies to the Bureau of Indian Affairs and NAHASDA, including OMB Circular A-87, Cost Principles, and A-133, Audit Standards for Local Governments, and indirect costs.
10. Possess good interpersonal and communication skills.
11. Must be good at organizing and time management.
12. Have good judgment, planning skills, and leadership traits.
13. Maintain strict department security and confidentiality.

REQUIRED CONDITIONS OF EMPLOYMENT:

• Must pass alcohol/drug test at time of hire and throughout employment.
• Must pass criminal background check at time of hire and periodically thereafter.

REQUIRED LICENSES OR CERTIFICATIONS:

• Must have and maintain throughout employment a valid Washington State Driver's License and meet the insurability requirements of the Tribe. (Must Provide Driving Abstract at time of hire).

PHYSICAL REQUIREMENTS (The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.):

• The standard work week is 8:30-5:00 Monday through Friday (occasionally may have to work evenings)
• While performing the duties of this job, the employee is regularly required to sit for long periods and frequently required to talk and listen.
• Sitting for extended periods while at a desk or in meetings.
• Manual dexterity to operate a keyboard, calculator, and telephone system
• Ability to lift to 20+ pounds without assistance occasionally.
• A typical office setting with environmentally controlled conditions.
• Read, write, speak, and understand English
• Ability to listen, understand customers, and translate rules, regulations, and policies to clients so they understand the issues/problems.
• Operate in mentally and physically stressful situations with composure.
• May have to walk/drive between office locations under a variety of conditions.
• Must be able to bend, reach, kneel, twist, and grip from assigned work areas.
