Internal Communications Manager Salary Range: 108,762.00 - 120,960.00 Closing Date: 9/15/2026 Job Summary: The Office of the Chief Administrative Officer (CAO)provides operations support services and business solutions to the community of10,000 House Members, Officers and staff. The CAO organization comprises morethan 800 technical and administrative staff working in a variety of areas,including information technology, finance, budget management, human resources,payroll, child care, food and vending, procurement, logistics andadministrative counsel. The Internal Communications Manager plays a criticalrole in bringing the CAO's strategic vision to life through compelling internalcommunications that connect CAO employees to the organization's purpose andpriorities. This role serves as a trusted communications partner with theCommunications Chief, CAO Human Resources, and CAO senior leadership. Reporting to the Chief Communications Officer, theManager will oversee the day-to-day strategy, management, and continuousimprovement of the CAO's employee communications, editorial planning, intranetsite, and communications analytics. This role will collaborate withstakeholders on long-term communications projects that support the CAO'sstrategic goals and translate complex organizational priorities into clear,engaging content. Primary Duties/Responsibilities: Develops,composes, and executes comprehensive communications plans to support the CAOstrategic initiatives and other organizational goals. Collaborateswith stakeholders to identify opportunities for new communicationsinitiatives. Draftnewsletters and other internal outreach campaigns. Track andanalyze email metrics and survey results to measure campaign effectiveness andprovide recommendations for leadership to ensure staff engagement. Manage theexternal and intranet organizational websites to ensure content is timely,accurate, and dynamic. Coordinateswith the Graphic Design team to ensure alignment on projects, deadlines, andother important information that could impact the deliverable(s). Oversee theplanning and execution of internal meetings, including all-staff meetings. Proofreadand edit communications for a variety of audiences. Coordinateand create internal surveys. Analyze metrics and present recommendations to the stakeholders. Monitorsdeadlines for all internal communications projects to ensure projects aredelivered on time. Utilizeexcellent writing and editing skills to communicate technical information ineasy-to-understand messages in a variety of formats and tailored to targetedaudience. Assists inthe writing and copy editing of the CAO’s Semiannual Report. Performsother official duties and special projects as assigned. Qualifications: Minimum: BS/BAdegree in Business, Communications, Advertising, Marketing; or equivalentcombination of education & experience. Minimum6 years’ experience in a marketing/communications role on Capitol Hill, with anadvertising agency, marketing firm, or communications department. Experiencewith stakeholder relations, internal and external communications, publicoutreach, and communications planning. Possesssolid foundational skills, including a collaborative and communicative workethic, the ability to juggle several projects, and consistently meet or beatdeadlines. Abilityto oversee complex communications campaigns on a broad range of topics to avariety of audiences. Abilityto independently create clear, engaging content. Recordof developing and implementing effective strategic communications strategy. Musthave solid understanding of current web trends and marketing best practices. Knowledgeof project management tools (e.g.: ClickUp, Monday, Trello, etc.) Experiencewith interactive marketing campaign management and tracking. Outstandingcommunications skills, both verbal and written; must have demonstratedproficiency in creating concise copy. Strongproject management, and time management skills with the ability to work wellunder pressure in a fast-paced environment. Preferred: Bachelor’sdegree is strongly preferred.
