HR SPECIALIST

Job TitleThis position is in the Wyoming National Guard's Human Resources Office (HRO), and the purpose is to perform work in two HR Specialties with no less than 25% each. This position services both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the state.The specialist performs the full range of tasks and provides advisory services for assigned HR functions. Work involves complex servicing issues, requiring in-depth analysis of facts and circumstances specific to the assignment. Must be able to integrate and adapt complex, technical personnel policies, regulations, and procedures to the individual situation. Must often explain or defend decisions and recommendations based on technical nuances that are susceptible to various interpretations. Work consists of resolving different and unrelated problems that affect mission-oriented programs. Coordinates recommendations for the resolution of new and unusual circumstances with the supervisor prior to implementation. Executes the State's training and development program providing the full range of human resource development (HRD) options for the workforce. Provides HRD management advisory services to all levels of leadership within the organization, including designing, developing, and evaluating major portions of the organization's HRD program. Provides direct guidance to managers and supervisors on employee development.
