Job Summary The Deputy Program Manager (DPM) serves as the principal deputy to the Program Manager and provides direct support in the execution, oversight, and management of all contract performance under the Federal Emergency Management Agency (FEMA) Public Assistance Technical Assistance Contract (PA TAC VI). The DPM assists in providing leadership, operational direction, quality management, and administrative oversight to ensure the successful delivery of technical, programmatic, and administrative support services in support of FEMA's Public Assistance Program and disaster recovery mission. The DPM supports the planning, organization, coordination, and execution of all contract activities, resources, personnel, subcontractors, and deliverables while ensuring compliance with contract requirements, FEMA policies, federal regulations, and applicable performance standards. The DPM helps manage a geographically dispersed workforce supporting multiple concurrent disasters nationwide and contributes to rapid mobilization, scalable operations, and continuous mission readiness. The DPM serves as the designated alternate to the Program Manager and assumes responsibility for program operations during the Program Manager's absence. This position requires the ability to support nationwide disaster operations, including periodic travel and availability during emergency activation periods. The DPM assists with day-to-day contract execution across all task orders and disaster assignments, supporting nationwide surge operations and disaster deployment activities. Responsibilities include coordinating staffing, resource allocation, deployment readiness, and workload balancing to support multiple simultaneous disaster operations. The DPM ensures timely mobilization, deployment, tracking, and demobilization of personnel and must possess demonstrated experience supporting FEMA programs or similarly complex federal programs. The DPM supports the Program Manager in ensuring contract performance meets or exceeds all performance metrics, service level requirements, and quality standards. The DPM contributes to program governance activities, including performance assessments, risk management, quality reviews, corrective action implementation, and continuous improvement initiatives while supporting overall cost, schedule, and performance objectives. This role requires an experienced, adaptable leader capable of operating in austere and rapidly changing environments while maintaining strict compliance with contractual, safety, and quality standards. The DPM will promote KBR's Zero Harm culture and ensure operations are executed in accordance with company policies, applicable regulations, and customer requirements. - Comprehensive knowledge of FEMA Public Assistance Program delivery, grant management, and disaster recovery operations.

- Experience supporting large-scale disaster recovery operations involving multiple simultaneous federally declared disasters.
- Training and experience in Incident Command System (ICS) principles and emergency management operations.
- Experience overseeing geographically dispersed teams supporting field, regional, and headquarters operations.
- Familiarity with FEMA's recovery mission, state, local, tribal, and territorial coordination processes, and stakeholder engagement practices.

- Serve as the primary deputy to the Program Manager and act on behalf of the Program Manager when designated.
- Support day-to-day execution of the contract and associated task orders, ensuring strategic objectives, performance goals, financial targets, and customer expectations are achieved.
- Coordinate with FEMA leadership, Contracting Officer Representatives (CORs), task order managers, subcontractors, and stakeholders to facilitate successful contract performance.
- Monitor operational performance, identify risks and issues, and implement corrective actions to maintain program effectiveness.
- Support surge staffing activities, including workforce planning, deployment coordination, personnel tracking, and resource allocation.
- Assist in managing geographically dispersed personnel and ensuring adequate staffing levels across disaster operations.
- Lead or support program reviews, readiness assessments, executive briefings, and performance monitoring activities.
- Support implementation of quality management processes and continuous improvement initiatives.
- Assist in managing program schedules, budgets, deliverables, subcontractor performance, and contract compliance requirements.
- Prepare reports, metrics, dashboards, and executive-level briefings regarding program status, performance, risks, and mitigation strategies.

- Participate in FEMA readiness exercises, disaster workforce development activities, and program-specific training events.
- Maintain certification renewals in accordance with issuing organization requirements and provide verification upon request.
- Bachelor's degree in Business Administration, Emergency Management, Public Administration, Engineering, Construction Management, Program Management, or a related field.
- Minimum of ten (10) years of progressively responsible experience supporting federal programs, disaster recovery operations, or emergency management programs.
- Minimum of five (5) years of experience in a leadership role supporting program, project, or operations management functions on federal contracts of similar scope and complexity.
- Demonstrated experience supporting FEMA programs, disaster recovery missions, or similar federal emergency management operations.
- Knowledge of FEMA Public Assistance processes, grant management, and disaster recovery operations.
- Strong leadership, organizational, and team-building skills.
- Expertise in KPI reporting, risk management, performance monitoring, and change management processes.
- Excellent written, verbal, and presentation communication skills.
- Strong analytical, problem-solving, conflict resolution, and decision-making abilities.
- Ability to manage multiple priorities and work effectively in high-tempo operational environments.
- U.S. citizenship.
- Ability to travel and deploy nationwide in support of disaster response and recovery operations.
- Master's degree in Business Administration, Emergency Management, Public Administration, Engineering, or related field.
- PMP certification.
- Certified Emergency Manager (CEM) certification.
- FEMA Professional Development Series (PDS) completion.
- Experience supporting PA TAC, IA TAC, HMGP, or other FEMA recovery contracts.
- Experience managing subcontractors and geographically dispersed teams.
- Familiarity with FEMA Grants Manager and Grants Portal systems.
- Experience supporting large-scale disaster recovery operations involving multiple simultaneous disasters.
- Strong proficiency with reporting tools, performance dashboards, data analytics, and executive briefings.
