The Department of Revenue is seeking a Revenue Administrative Manager (Section Chief) in the Compliance Bureau within the Division of Income, Sales, and Excise Taxes. This position can be headquartered at the following offices: Appleton, Eau Claire, Green Bay, Madison, Milwaukee, and Wausau, WI.

Position Summary

This Section Chief (Revenue Administrative Manager) position plans, directs, coordinates, and organizes the efforts of revenue agents and other staff in the section, overseeing up to 6-unit supervisors with each unit having up to 10 staff. Other responsibilities include planning for space and material, budgeting, supervising personnel, managing a call center, project management, improving customer assistance programs, recruiting and hiring, submitting recommendations relating to division and bureau policies, and other related work as requested. This administrative and complex technical work is performed under general supervision under the director of the Compliance Bureau.

Salary Information

The starting pay rate for this position is between $48.09 - $52.76 per hour, depending on experience and qualifications.


The classification of this position is Revenue Administrative Manager, which is in Pay Schedule 81, Pay Range 01. Pay will be set in accordance with the State of Wisconsin Compensation Plan in effect at the time of hire. Starting pay for current state employees may vary based on applicable provisions in the Compensation Plan.


Job Details

Background Checks : Due to the nature of this position, final candidates will be subject to criminal background, fingerprint, and tax compliance checks.


I-9 Requirements : Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of appointment. The Department of Revenue does not sponsor work or student visas and is not an eligible OPT employer for those with F1 visas. DOR participates in E-Verify and will provide the federal government with Form I-9 information for all new employees to confirm authorization to work in the U.S.


Probationary Period : A 2-year Career Executive trial period will be required.


Remote Work/Telework: This position is eligible for remote work/telework up to 60%. After onboarding and initial learning (approximately one year), telework may gradually increase up to 60% based on employee performance and work unit needs. Remote work is intended to be performed primarily in the State of Wisconsin and is subject to change based on business needs.


Work Schedule: This position works Monday - Friday during daytime hours.


Qualifications

Minimally qualified candidates will have all the following:

• Formal supervisory experience (e.g., assigning work, evaluate work performance, hiring and onboard staff, discipline, conduct performance review, etc.)
• Experience enforcing, interpreting, implementing, statutes, policies and/or tax laws
• Experience presenting internally to audiences at various levels

Well-qualified candidates will have at least one of the following (in addition to the minimum qualifications):

• Supervisory experience in a regulatory or call center related program area
• Experience with program management (e.g., strategic planning including establishing short and long-term goals, developing procedures and policies, monitoring key completion dates, reporting on workload and backlogs, etc.)
• Experience coordinating work activities across multiple different functional work areas (e.g., sections/units, bureaus, divisions, departments, etc.)
