Senior Applications Developer

Job TitleManages and maintains complex applications systems; designs, develops, and enhances computer applications systems; manages the process of designing and developing high performance platform and/or platform components; performs as technical lead for project and/or support teams, that may include various Information Technology personnel, technical contractors, consultants, or other internal or external entities; and ensures platform is meeting the needs of stakeholders for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (JPB), and the San Mateo County Transportation Authority (TA).Essential Functions & DutiesActs as technical team expert and maintains responsibility for analysis, design, and implementation of projects as assigned, including complex and highly specialized applicationsHands on Development experience in various technologiesDesigns, develops, and enhances applications systems on behalf of client departmentsConducts the most complex programming, system analysis, and design of highly complex systems using Information System Development Methodology in a multi-platform infrastructure and environmentConsults and advises user departments and other Division of Innovation & Technology support teams on system requirements and enhancements and supports large computer systems for various departmentsRecommends approval of system designs and interacts with user department in a senior technical capacityLeads technical personnel in support of related systemsMonitors and maintains systems health and securityPerforms data manipulationIdentifies, diagnoses, and resolves highly difficult problems in large highly complex applications systems using highly proactive problem management, diagnosis, and resolution methods/techniquesDefines technical development and security guidelinesSets guidelines and exercises technical skills to establish and meet target dates on large and highly complex projects involving multiple systemsSpearheads the preparation of project reports such as technical overviews, client recommendations, alternatives to business requirements, feasibility studies, project proposals, and requests for proposals for the purchase of new software and hardwareLeads consultants in the analysis, design, implementation, and integration of application business systemsLeads the evaluation, configuration, implementation, and integration of commercial off-the-shelf (COTS) softwareDevelops software and hardware specifications and standardsMay provide 24-hour and 7-days per week support as required.Manages projects within a defined budget and schedule set by managementProvides guidance, coaching, mentoring, training, and oversight for assigned employees in area of expertisePerform other related job duties as requiredMinimum QualificationsSufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:Bachelor's degree in computer science, Business Information System Technology, Computer Engineering, or a related field; Master's degree in a related field preferredTen plus (10+) years of progressively responsible experience in application development, enterprise application support, systems integration, technical administration and designing applications and systems.
