Finance/Portfolio Analyst

Responsibilities The Sponsor seeks a knowledgeable and motivated Finance/Budget Analyst with previous experience using the Sponsor's systems. Key responsibilities of the Finance/Budget Analyst will include, but are not limited to, the following: Provide strategic and programmatic plans and budget support to the Groups responsible for a high-visibility Special Access Program. Support the Groups in formulating, justifying, and defending budget builds. Develop and maintain spend plans. Reconcile spend plans with actual and planned expenditures and recommend options to address potential over- or underutilization of resources. Stay current with Sponsor and Directorate Resource Management guidance and assist in creating and maintaining baseline practices and procedures that align with the guidance. Assist staff in researching and resolving resource and budget issues and questions wherever possible. Prepare supporting documentation for budget exercises, over-guidance, unfunded calls, and reprogramming. Assist in drafting congressional language for submission into the Sponsor's program build. Perform short- and long-term financial trend analysis for the Office. Prepare briefings, budgets, spend plans, and programmatic activities. Coordinate and respond to budget requirements and budget taskings. Collaborate with Resource Management as required; attend and support resource meetings. Interface continually with executive-level management requiring the planning, presentation, and briefing of information. Prepare RCAFs and RCAs. Qualifications Must possess and be able to maintain a TS/SCI clearance with polygraph. A Bachelor's degree (or equivalent experience) in quantitative analysis, financial analysis, social sciences, or a closely related field. BS 10-12, MS 8-10, PhD 5-7 Knowledge of strategic planning and resource management processes. Knowledge of program planning and execution processes. Knowledge of business resource planning practices and cost analysis methodologies. Knowledge of quality assurance procedures to ensure data integrity and timeliness. Knowledge of economic and accounting principles and practices. Knowledge of program risk assessment principles and processes. Ability to apply analytic, diagnostic, and quantitative techniques sufficient to identify, evaluate, and recommend substantive solutions to managers to resolve interrelated quantitative and analytical problems and issues. Desired Qualifications: Knowledge of IC strategic planning and resource management processes. Ability to work in a dynamic and challenging environment. Strong oral and written communication and interpersonal skills. Equal Pay Act This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
