Applicants will not be accepted from outside the department. Specific Responsibilities This position is Biological Scientist III – SES responsible countywide within the Tuberculosis Control Program. Responsibilities include management of tuberculosis field activities, contact investigation, and supervisory duties such as training, evaluating, and managing employees. The incumbent communicates with, motivates, and evaluates staff; plans and directs work; hires, transfers, suspends, and disciplines employees as authorized. Performance expectations are developed, maintained, and reviewed regularly. The role promotes high standards of tuberculosis detection, prevention, and treatment through training, monitoring, and evaluation. Position is sensitive; staff must maintain confidential information per Florida Department of Health and Palm Beach County Health Department policies and procedures. Access to the Health Management System (HMS) TB module is required for management and reporting. The incumbent must uphold State and Local Confidentiality/Security Policies and Florida statutes related to TB surveillance data. Serves as a backup and support to the Biological Scientist I–SES in the STD Program, reviewing field and interview records, ensuring timely reporting, and advising staff on advanced education and development opportunities. Provides training on TB Directly Observed Therapy (DOT) tracking and other modules. Addresses client issues, including dissatisfaction and staff complaints. Responsible for workloads, assignments, deadlines, and time utilization. Maintains accurate data for DOT/DOPT schedules and contact investigation schedules in RE TRACK. Supports staff in problem‑solving and evaluates alternative solutions to case‑management problems. Directs delivery of DOT services, testing for latent TB infection (LTBI), client and community interviews, site visits, environmental assessments, data collection and management, epidemiological analysis, and medical record review. Oversees maintenance and regular updating of DOT and master schedules for all DOT staff. Collects, compiles, and analyzes TB contact investigation data, generating and presenting reports to ensure all TB cases, suspects, and contacts are fully investigated and reported. Reviews staff assignments and work products, providing guidance and support for timely and accurate completion of responsibilities. Serves as primary liaison to community partners, leads community presentations and outreach projects, and provides technical guidance on TB disease prevention and control. Collects and analyzes program data, prepares reports, and delivers findings to support program objectives. Uses quality‑improvement tools to identify issues, develop solutions, and implement performance improvements. Maintains timely reports and performs data entry in HMS. Supports staff developmental needs and informs the program manager of significant developments. Assists staff with field activities, including DOT, DOPT, client transportation, specimen collection, and skin or blood testing as needed. Schedules use of State Vehicles assigned to the TB Program, maintaining vehicle maintenance records and mileage logs. Compiles and generates program reports as requested. Conducts regular staff meetings and identifies training and development needs. Trains staff and volunteers to complete mandatory trainings and ensures compliance with all required training. Attends additional training courses as assigned. Establishes and maintains effective working relationships with medical offices, social service agencies, public officials, and individuals impacted or requiring services from the STD control program. Performs other duties as assigned.
