Summary

The Business Operations Analyst serves as a key member of the assigned organization's operations team and provides direct support to Program Directors, Program Managers, and other senior staff. They contribute to multiple programs across the assigned organization, focusing on program and project analysis, business operations analysis, financial resource analysis and management, acquisition analysis, human capital analysis, and/or communication and outreach

As a Business Operations Analyst , you will perform the following duties:

  • Program and Project Analysis : Serve as a primary point of contact related to assigned projects or programs, ensuring compliance with organizational policies and supporting leadership in planning, organizing, and tracking program objectives and activities.
  • Business Process Improvement : Design, evaluate, and optimize strategies for planning, implementing, and monitoring business activities to enhance organizational efficiency and effectiveness. Identify opportunities for continuous improvement in processes, systems, and procedures.
  • Analysis and Evaluation: Apply quantitative and qualitative analytical techniques to gather and evaluate information about programs and projects, identify trends and issues, and recommend improvements to enhance organizational effectiveness.
  • Monitoring and Reporting : Monitor program and project activities to ensure they meet established guidelines and schedules using relevant tracking and reporting systems.
  • Training and Knowledge Sharing: Support the development of training materials and provide coaching and training to staff, communicating effectively to support organizational learning.
  • Stakeholder Engagement and Coordination : Establish and maintain productive working relationships with internal and external stakeholders, coordinate activities, and participate in meetings to support organizational goals and decision-making.

Additional Requirements:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade/equivalent.

You must meet eligibility and qualification requirements within 30 days of the closing date.

NSF has determined that all of its positions are eligible for telework. Work suitable for telework depends on job duties; therefore, employees must receive approval from their supervisor for telework and have a telework agreement in place. Entering into a telework agreement is voluntary.

Qualifications

T o qualify at the GS-11 level , you must have one year of specialized experience equivalent to the GS-9 level in the federal service performing a variety of complex analyses of programs, projects, resources, and/or operations.

OR possess a Ph.D. or equivalent doctoral degree;

OR possess 3 full years of progressively higher-level graduate education leading to such a degree;

OR possess a combination of post-high school education and experience that together meet the qualification requirements for this position.

Examples may include: performing complex qualitative and quantitative analyses including some combination of programs, projects, business operations, financial resources, acquisitions, human capital activities, and/or communication and outreach.

To qualify at the GS-12 grade level, you must have at least one year of specialized experience equivalent to the GS-11 grade level in the federal service performing, leading, and overseeing complex analyses of programs, projects, resources, and operations.

Examples may include: performing, leading, and overseeing qualitative and quantitative analysis activities including some combination of programs, projects, business operations, financial resources, acquisitions, human capital activities, and/or communication and outreach.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for experience as described in "Qualifications" for the GS-11 grade level. If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at the GS-12 level.
