Senior IT Technician (Program Manager)

Prudent Technology is seeking a Senior IT Technician to serve as on-site Program Manager for our USDA Enterprise Depot Support Services contract in Beltsville, Maryland. The USDA Enterprise Depot provides centralized device deployment, refurbishment, and excessing services to more than 100,000 USDA customers nationwide. The ideal candidate will be a working manager responsible for daily production planning, staffing and leave coverage, quality control, safety reporting, and serving as the single point of contact for the Contracting Officer and Contracting Officer's Representative, while also performing production duty on the imaging bench. This role combines hands-on floor leadership with performance accountability against defined service levels and acceptable quality levels.

Location: Beltsville, MD (On-Site)

Security Clearance: Must be able to obtain and maintain a Public Trust suitability determination with a Tier 1 (T1) background investigation

Primary Duties and Responsibilities

• Serve as the single accountable on-site point of contact for the Contracting Officer and Contracting Officer's Representative.
• Own the daily production board, assigning primary and backup stations across imaging, returns, refurbishment, receiving, picking, shipping, and box and label functions.
• Manage staffing assignments, attendance, leave coverage, and workload balancing to ensure required stations remain continuously staffed.
• Monitor performance against contract performance standards and acceptable quality levels, including inventory accuracy, asset update timeliness, and daily throughput.
• Conduct and oversee quality checks, production reviews, exception tracking, retraining, and corrective actions.
• Report all accidents and safety incidents to the Program Manager and COR within 24 hours and enforce OSHA and facility safety standards.
• Ensure all contract personnel complete required federal and agency training on time against the 95% on-time completion standard.
• Maintain the cross-training matrix so every function has qualified backup coverage and no single point of failure.
• Manage phase-in and onboarding activities, including station walkthroughs, shadowing, and documented readiness validation before independent work.
• Coordinate credentialing and badging activity with the COR and serve as the point of contact for personnel suitability and workforce integrity requirements.
• Publish weekly tours of duty, backup assignments, and cross-functional coverage, coordinating schedule changes with the COR in advance.
• Prepare and deliver recurring staffing, production, and performance reports to the government and to corporate leadership.
• Request and manage authorized surge support, coordinating task assignments, quality checks, and progress tracking.
• Escalate issues that cannot be resolved on site and drive them to closure with assigned owners, due dates, and verification checks.
• Perform production duty alongside the team as a senior technician during peak workload periods.
• Manage separations and offboarding, including knowledge transfer, government property return, and system access removal.

Basic Qualifications Required Education, Certifications, Skills, and Experience

• Bachelor's degree in information technology, business, logistics, or a related field, or equivalent additional experience.
• 5+ years of experience in IT operations, IT asset management, warehouse operations, or depot services, including 2+ years supervising or leading a technical team.
• Demonstrated experience managing daily production schedules and meeting defined service levels or throughput standards.
• Experience serving as a customer-facing point of contact on a government contract or comparable client program.
• Working knowledge of device imaging, hardware triage, and IT asset lifecycle management.
• Experience using IT service management and asset management systems to track work and maintain asset accountability.
• Proficiency with Microsoft Excel, Word, Outlook, and Teams for scheduling, tracking, and reporting.
• Ability to stand, bend, lift, sit, and walk for extended periods and to lift and carry material up to 50 pounds.
• Ability to work full time on site in Beltsville, MD, including coverage of the mandatory 8:30 AM to 2:00 PM receiving window.
• Strong leadership, organizational, and written and verbal communication skills.

Preferred Qualifications

• PMP, ITIL, or Lean Six Sigma certification.
• Experience managing performance against a Quality Assurance Surveillance Plan and Performance Requirements Summary.
• Experience with BMC Remedy, Remedy Asset Management (RAM), or ServiceNow.
• Experience leading an incumbent capture or contract transition.
• Experience managing Service Contract Act covered hourly personnel.
• Minimum Citizenship Status Requirements: US Citizen
