Introduction This recruitment is being conducted specifically for the Anne Arundel County Assessments Office. Applicants who wish to be considered for future vacancies within this classification must submit a new application, as this recruitment will be used to fill current openings and may also be used to fill additional vacancies as they arise. This recruitment is limited to current State Department of Assessments and Taxation employees only. Grade 17 Location of Position MD State Department of Assessments and Taxation Anne Arundel County Assessments Office 45 Calvert Street, 3rd Floor Annapolis, MD 21401 Main Purpose of Job The primary purpose of the Assessor I, Commercial & Industrial position is to estimate the fair market value of commercial and industrial real property for property tax assessment purposes. This is done in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP) and State laws to ensure that property assessments are accurate, uniform, and equitable. Position Duties Receive on-the-job training in the inspection of commercial and industrial real property, recording technical details and market information to update and maintain departmental property records. Responsible for AAVS conversions, uploads, and file maintenance of commercial properties in various jurisdictions throughout the state. Receive on-the-job training in updating and editing assessment records in the AAVS system to notate changes observed during physical inspection of properties, following local office and agency guidelines as defined in the Maryland Assessment Procedures Manual. Receive on-the-job training in recording and valuing new commercial/industrial real property not part of a reassessment review, following established procedures, using AAVS and other valuation tools as outlined by the Maryland Assessment Procedures Manual and the Tax Property Article. Receive on-the-job training in analyzing existing market, cost, and income data and applying standard appraisal and AAVS methods to value land and/or improvements in accordance with local office and agency procedures. Receive on-the-job training in preparing and handling appeal hearings at the supervisor level, the Property Tax Assessment Appeals Board, and the Maryland Tax Court levels to defend the Department’s estimate of value. Receive on-the-job training in providing and explaining assessment-related information in response to inquiries from the general public regarding assessments, valuation techniques, departmental policies, and legal mandates. Perform other duties as may be required to insure efficient office operation. Minimum Qualifications Experience: Seven years of appraisal experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code and completion of the International Association of Assessing Officers Courses 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation. Notes Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university, completion of the International Association of Assessing Officers Courses 101, 102 and 300 or equivalent courses approved by the Department of Assessments and Taxation, and three years of experience estimating the value of real property performed in accordance with the provisions of the Uniform Standards of Professional Appraisal Practice Code for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in tax examining classification or tax examining specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience. Desired or Preferred Qualifications Bachelor’s degree in Real Estate, Business Administration, Finance, Economics, Accounting, or a related field. Completion of advanced International Association of Assessing Officers (IAAO) courses beyond the required 101, 102, and 300. Five years of direct experience appraising complex commercial or industrial properties in accordance with USPAP. Demonstrated experience preparing appraisal reports for use in appeals, hearings, or court testimony. Proficiency in appraisal tools such as Marshall & Swift, CoStar, CAMA systems, and GIS applications. Strong analytical skills in income, cost, and sales comparison approaches to value. Limitations on Selection Must be willing to work in Anne Arundel County. This is an internal recruitment limited to current SDAT staff. Licenses, Registrations and Certifications Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Special Requirements Employees may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle. Upon appointment to positions, employees in this classification that possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an “inactive” status. Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation. Benefits Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date). Annual Leave - ten (10) days of accumulated annual leave per year. Sick Leave - fifteen (15) days of accumulated sick leave per year. Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
