The Court offers a competitive compensation package.

Candidates that are hired with less than one (1) year of experience in this title will begin at $140,774.00. Upon completion of one (1) year in the title, the employee will receive a salary increase to $170,536.00.

Summary:
Under the direction of the Chief Financial Officer, the Deputy Chief Financial Officer assists in planning, directing, and coordinating the financial activities and systems of the Court at the highest level of management. This role leads and supports the fiduciary services, budget, financial and fiscal accounting, grants and special projects associated with the Budget & Finance Department, to ensure effective service delivery, resource utilization and results.

This is an at-will position serving at the pleasure of the Court which may unilaterally exercise the power to terminate your employment at any time, with or without cause.


Essential Functions:
• Assists in coordinating and directing the financial planning, budgeting, grant management, collection and enforcement, or cash management activities of the organization.

• Assists in developing internal control policies, guidelines, and procedures for activities such as budget administration, cash and credit management, accounting (financial, fiscal and grant) and collections.

• Assists in preparing or directing preparation of financial statements, business activity reports, financial position forecasts, annual budgets, grant billings, and/or reports required by regulatory agencies.

• Assists in advising management on financial objectives, policies, and actions.

• Participates in the creation of job descriptions and examinations.

• Supervises work of subordinate staff, delegates tasks, and approves time.

• Conducts regular meetings with reporting staff regarding operational goals, status changes and other pertinent information.

• Assists in analyzing the financial details of past, present, and expected operations in order to identify opportunities and areas where improvement is needed and/or development of new processes.

• Directs, reviews and evaluates performance of assigned personnel by developing and updating operational manuals, identifying work tasks and goals, establishing professional development plans, implementing corrective action plans, conducting periodic performance reviews, acknowledging accomplishments and issuing discipline.

• Assists in evaluating the needs of financial data processing systems and making appropriate recommendations and/or conversion of financial data.

• Assists in maintaining current knowledge of organizational policies and procedures, federal and state policies and directives, and current accounting standards.
• Performs other duties as assigned.

Qualifications, Licenses and Certifications:
• Bachelor's degree in Accounting, Business Administration, Finance or related field; Master's degree preferred.

• Knowledge of government finance, budgeting and auditing, database and accounting computer applications systems.

• 7 years of increasingly responsible experience providing multi-faceted direction and planning in financial operations and administration.

• A minimum of 5 years of experience having demonstrated flexibility and creativity in providing financial operations support and expertise in a fiscally-challenged public sector environment.

• Experience commensurate with the job that demonstrates the required skills and competencies may be considered in lieu of education requirement(s).
• If an employee drives on behalf of the Court, the employee must possess and maintain a valid Michigan driver's license, no fault insurance and access to a vehicle to use in the performance of assigned duties.

Knowledge, Skills, and Abilities:
• Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data.

• Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique and coordination of people and resources.

• Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

• Effective verbal, written and interpersonal communication skills; public speaking and meeting management skills.

• Ability to identify complex problems and review related information to develop and evaluate options and implement solutions

• Ability to lead a group to accomplish a common goal and to facilitate a teamwork environment.

• Ability to communicate and work with all stakeholders and departments.

• Ability to simultaneously coordinate multiple projects and complex tasks while meeting deadlines.

• Proven ability to exercise sound judgment and maintain confidentiality.

• Ability to work with a diverse population.

Additional Requirements:
• Successful completion of criminal and IV-D background check, fingerprinting and rechecks.
• Applicants must be legally authorized to work in the U.S.

Physical Requirements:
• Must be able to lift 25 lbs.

Grant funded positions are contingent on availability of grant funding and may be terminated should funding substantially reduce or cease. The affected employee may be considered as a candidate for other vacant positions within the Court for which they are qualified.
