Location Requirements DCY’s core hours of operation are Mon‑Fri from 8:00 am to 5:00 pm, however, daily start/end times may vary based on operational need across DCY divisions. Employees may begin as early as 7:00 am and as late as 9:00 am, based on supervisory approval. This position performs work on-site daily at DCY’s office space. Job Description In this role, you’ll manage some of Ohio’s most important child‑serving technology systems, such as the Ohio Child Licensing and Quality System (OCLQS), Ohio Benefits (OB), and the Time, Attendance, and Payment (TAP) system. You will lead projects from start to finish, coordinating everything from planning and requirements gathering to testing and implementation. Responsibilities You’ll stay in close contact with system users and partners, including county agencies, state partners (such as DAS and Medicaid), vendors, and internal staff. A big part of the job is making sure these partners’ needs are understood and reflected in system changes. You’ll review policies, laws, and regulations to ensure the systems support accurate, compliant operations for end users. You’ll identify project requirements, set timelines, manage risks, and ensure quality standards are met. You’ll work closely with IT teams and vendors to guide development, testing, enhancements, fixes, and ongoing system maintenance. You’ll brief leadership—including the CBSO, CIO, and executive team—on project plans and progress. Stakeholder engagement is constant in this role. You may lead or participate in user groups, committees, or other public forums. You’ll often explain new features, educate users, and help county agencies and staff understand how changes impact their work. You’ll also help coordinate transitions between multiple systems to make sure they work together seamlessly. You will also collaborate with partners such as the Attorney General’s Office, the Department of Education and Workforce, and the Ohio Child Care Resource and Referral Agency as you help connect systems like OCLQS, TAP, the Ohio Professional Registry, and self‑service portals. Other parts of the job include attending meetings, traveling occasionally for trainings or presentations, preparing reports or documentation, and maintaining project records. Pay Information Unless required by legislation or union contract, starting salary will be step 1 of the salary range associated with this position. New hires advance to the next step in the range after 6 months and annually thereafter. Based on collective bargaining and legislative activity, there may be cost‑of‑living increases awarded annually. Additional longevity supplements begin after 5 years. Step 1: $44.38 hourly / $92,310 annually Step 2: $46.88 hourly / $97,510 annually Step 3: $49.52 hourly / $103,002 annually Step 4: $52.24 hourly / $108,659 annually Step 5: $55.15 hourly / $114,712 annually Step 6: $58.16 hourly / $120,973 annually Step 7: $60.55 hourly / $125,944 annually Step 8: $63.41 hourly / $131,893 annually Background Check Information The final candidate selected for the position will be required to undergo a criminal background check. Criminal convictions do not necessarily preclude an applicant from consideration; an individual assessment will be made before exclusion. Or completion of an undergraduate core program in social or behavioral science with 48 months of experience in policies, program management, and supervisory principles. Or completion of a graduate core program in social or behavioral science with 36 months of experience in policies, program management, and supervisory principles. Or equivalent of the minimum class qualifications noted above. Job Skills Human Services.
