Bond & Investment Accounting Specialist

Job Description and Duties

Under the general direction of the Financing Officer, the Accounting Administrator I (Specialist) serves as a technical specialist and performs highly complex and specialized work in support of the Agency’s financial/investment reporting and bond accounting functions. The incumbent exercises a high level of independence and professional judgment while conducting advanced fiscal analysis, preparing financial statements and reports, and reconciling accounts within the Agency’s accounting system .

• Experience or knowledge of investment or bond accounting
• Experience with preparing financial statements or reporting

• Strong organizational and time management skills with the ability to manage multiple priorities and meet deadlines in a fast-paced environment

Working Conditions

Hybrids telework schedules are available. The amount of telework is at CalHFA's discretion . IN-PERSON ATTENDANCE WILL BE REQUIRED WEEKLY.

CalHFA is a high-rise building conveniently located in downtown Sacramento with access to public transportation (light rail and bus) and freeways (I-5, 99, and Business 80). It is a block from Downtown Commons (DOCO), the Golden 1 Center, many restaurants and shopping. CalHFA employees also have access to an on-site ATM and gym located in the building.

Candidates who are new to state service will be placed at the minimum of the salary range.

To be considered for this job, you must satisfy one of the following requirements:

• BE LIST ELIGIBLE:  Pass the State civil service examination for the classification

OR

• BE TRANSFER ELIGIBLE: Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250)

OR

• BE REINSTATEMENT ELIGIBLE: Previously obtained permanent employment with the State of California in the same classification or in a classification that is comparable.

Minimum Qualifications

Either I

One year of experience in the California state service performing the duties of a professional accounting class equivalent in level to Senior Accounting Officer (Supervisor), Senior Accounting Officer (Specialist), Associate Accounting Analyst, or Associate Administrative Analyst (Accounting Systems).

Or II

Experience: Four years of increasingly responsible professional accounting or auditing experience. [Experience in the California state service applied toward this requirement must include at least one year performing the duties of a class at a level of responsibility not less than that of Senior Accounting Officer (Supervisor) or (Specialist).] (Experience in the California state service may be applied toward the total experience requirement on a proportional basis.) and

Education: Either:

1. Equivalent to graduation from college, with specialization in accounting; or

2. Completion of the equivalent of 45 semester units given by a collegiate-grade residence or correspondence institution, of which 24 units must include courses in financial accounting, managerial accounting, intermediate/advanced accounting, fund/governmental accounting, cost accounting, auditing, business law, computer applications/management information systems. (Persons who will complete course work requirements during the current quarter or semester will be admitted to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.) Successful completion of the State Fund Accounting Course administered by the Department of Finance, shall receive credit for three semester hours toward the required accounting courses.
