ANTICIPATED HIRING SALARY RANGE: $36.84 - $43.72

This is a Full-time/hourly position

About the Role
The Recruitment/Training Coordinator plays a key role in delivering highly professional Human Resources services. This position coordinates departmental recruitment, selection, training, and development activities; conducts pre-employment background investigations; supports policy development and compliance; and helps ensure consistency with accreditation standards. The role requires exceptional organization, confidentiality, customer service, and communication skills.

Essential Duties and Responsibilities

A. Recruitment & Selection

• Coordinate recruitment activities and advertising for vacant civilian positions
• Develop recruitment materials and screen applications for completeness and relevance to job requirements.
• Prepare applicant correspondence and maintain recruitment records.
• Schedule interviews, assemble interview packets, and develop interview questions.
• Participate as an evaluator on interview panels and administer written exams.
• Prepare interview summaries and respond to applicant inquiries.
• Represent the department at job fairs and recruitment events; educate candidates on hiring processes.
• Coordinate with Police Department recruitment counterparts when needed.

B. Employment Background Investigations

• Conduct background investigations for selected applicants and volunteers.
• Review confidential documents, personal history statements, and related records for accuracy and completeness.
• Complete criminal history checks, driver’s license checks, and review records from law enforcement agencies.
• Conduct employment and personal reference checks.
• Review final background results and collaborate with the HR & Risk Manager on candidate decisions.

C. Training Program Coordination

• Organize, implement, and facilitate HR-related training programs for all City personnel.
• Identify training needs and ensure compliance with federal, state, and City policies.
• Maintain training calendars, coordinate instructors, schedule in-service training, and issue training memorandums.
• Assist in developing long- and short-term training goals and conducting training needs assessments.
• Support departmental budget planning and monitor training expenditures
• Monitor and evaluate training attendance, feedback, and relevance.
• Maintain training records and ensure compliance with retention regulations.
• Provide training data to supervisors for performance evaluations.
• Manage training equipment, classrooms, and related materials.

D. Budget Responsibilities

• Provide input for departmental budgets related to training, hiring, conferences, and meetings.
• Track expenditures and process purchasing transactions, including vendor invoices, registrations, lodging, and travel.
• Maintain department budget worksheets and process employee reimbursements.

E. Miscellaneous Duties

• Provide support to the HR & Risk Manager on various assignments
• Perform additional duties as assigned.

• Strong understanding of training standards, hiring requirements, confidentiality laws, and personnel regulations.
• Knowledge of investigative practices, interview techniques, HR liability and risk mitigation.
• High ethical standards and the ability to maintain confidentiality
• Knowledge of City policies, organizational values, and benefits programs.
• Experience with adult learning principles, training methodologies, and program administration.
• Strong verbal and written communication skills, including business correspondence and report writing.
• Proficiency in office procedures, recordkeeping, software, and materials development.
• Ability to multitask effectively, work under deadlines, plan long‑ and short‑term activities, and prepare professional presentations.
• Strong organizational skills with systematic filing abilities.
• Ability to work independently with minimal supervision.
• Ability to build and maintain effective working relationships and communicate clearly.

Education & Experience Requirements

• Three years of progressively responsible experience in recruitment and/or training programs.
• Associate’s degree in human resources, business administration, or related field; equivalent experience/training may substitute.
• Possession of, or ability to obtain, a valid Colorado driver’s license with a driving record acceptable to the City’s insurance carrier.

Supervisory Responsibilities
This position does not include supervisory responsibilities.

Working Conditions
Work is performed primarily indoors, with occasional exposure to adverse odors or environmental conditions. Duties require professional interactions with City staff and the public. Work schedules may include evenings and weekends based on department needs.
