Support Services Supervisor

The hiring range for this position is $81,600 - $91,260. The full range for this position is $81,600 - $114,148. The Support Services Supervisor provides supervisory and administrative leadership over the Child Support Unit, the department's office support team, and general HHS support services. This position is responsible for interpreting and implementing federal and state child support laws and developing county policies and procedures. The role includes assigning and managing workflow, training and mentoring staff, evaluating performance, leading process improvements, and recommending adjustments to workloads and priorities to ensure the department meets applicable performance standards.

Job Duties

• Supervises Child Support and office support staff, including assigning workloads, providing guidance, evaluating performance, addressing employee concerns, and recommending personnel actions.
• Assists with recruitment, hiring, orientation, training, mentoring, and ongoing staff development.
• Conducts staff meetings and ensures employees receive timely information regarding policies, procedures, laws, and program requirements.
• Provides direct service backup for Child Support Officers and collection cases as needed.
• Manages day-to-day operations of the Child Support Unit, Office Support Team, and general HHS support services.
• Interprets and implements federal, state, and local laws, regulations, policies, and procedures related to child support and assigned programs.
• Develops and updates policies, procedures, program plans, forms, and operational standards.
• Conducts supervisory case reviews and monitors program reports to ensure compliance with applicable laws, performance measures, and practice standards.
• Leads continuous improvement efforts to increase efficiency, improve processes, and enhance the client experience.
• Compiles and analyzes program, collection, financial, and performance data to identify trends, evaluate operations, and recommend improvements.
• Coordinates and monitors program budgets, expenditures, revenues, contracts, and resource needs.
• Reviews complex cases and coordinates with the County Attorney, state agencies, other counties, service providers, and community partners as needed.
• Serves as the County's primary contact with the State of Minnesota on child support matters and oversees required reports and submissions.
• Represents the department at County Board meetings and local, regional, and statewide meetings, hearings, and training sessions as needed.
• Serves as a departmental resource for child support, office support, automated systems, and related program matters.
• Participates as a member of the agency management team and contributes to departmental planning and short-, mid-, and long-term goals.
• Maintains knowledge of relevant software and automated systems and recommends improvements to increase effectiveness and accuracy.
• Performs other duties as assigned.

Qualifications

• Associate's degree in business, administration, human services, or a related field and five (5) years of directly related experience; or
• Associate's degree and three (3) years of management or supervisory experience; or
• An equivalent combination of education and experience.
• Bachelor's degree preferred.

• Work is primarily performed in an office environment.

• Work is generally performed in an environment with a moderate noise level.
