Job Description:\n\nJOB SUMMARY: \nUnder the oversight of the Plant Operations Manager, the Plant Supervisor oversees all aspects of outside plant facilities operations, including managing the installation to replacement / removals of cable facilities, customer services, access equipment, customer premise equipment (CPE), and works with the MSP Supervisor as need to assist with key systems. Directs installation, maintenance and repairs/removals of buildings and generators in service areas. Reviews and evaluates trouble reports, determines proper response schedules, and assigns staff accordingly. Inspects, verifies, and documents conditions and maintenance requirements/investments of property surrounding buildings and facilities. Trains and assesses staff competencies regarding Rural Utilities Service (RUS) specifications, safety procedures, and preventive maintenance operations. Documents and makes recommendations on improvements to grounds, facilities, and equipment. Evaluates condition of company equipment, tools, and supplies, reports, and makes recommendations on related purchases (upgrades/repairs, restocking, replacements). Work-related travel is expected in this position as necessary. Oversees the construction crew and third-party construction vendors ensuring efficient use of project materials, quality, and accuracy are to Company specifications. This position may perform all related job functions when necessary. \n \nESSENTIAL DUTIES, RESPONSIBILITIES AND EXPECTATIONS: \n1. Personnel Staffing and Supervision: \na. Manage and schedule staff projects and assignments, monitor workload and department coverage. \nb. Supervise assigned direct reports on attendance, tardiness, knowledge, skills, and abilities for task performance. \nc. Coordinate and / or deliver job training on industry related functions and use of materials/equipment. Maintain training records of dates, participants, and schedule training updates to maintain knowledge/skills and any related license or certifications. \nd. Observe, inspect, and discuss employee performance. \n * Provide praise and recognition when appropriate. \n * Redirect and coach as needed for improved performance and task execution. \n * Continuous review of technical staffs’ work results and practices, assessing quality control, safety, compliance, and best practices. \n * Document accordingly. Draft and finalize performance reviews as scheduled for each individual employee. Present performance review information, discuss, gather employee input and team on planning next steps for improvement and/or continuing work performance levels. \ne. Research and broaden knowledge and skills on current technology and developments affecting outside plant procedures, in preparation for guiding the department’s staff work efforts, and practices. \nf. Manage the on-call rotation schedule, monitor patterns of callouts, and respond to outside plant emergencies as required. \ng. Offer recommendations to management on hiring, terminations, and pay adjustments; however, this role does not make the final determination.\n\n2. Construction and Installations: \na. Review plans and work orders. \nb. Verify materials required for projects, and delivery expectations. \nc. Supervise staff and contracted crews during construction, staking, route planning, splicing, installing, turn ups and testing of new plant facilities. Actively participate and contribute to process and associated duties when necessary and as time permits. \nd. Verify work performed and ensure accuracy, and quality of installations. \ne. Supervise staff operating light and heavy-duty construction equipment. As needed, maintain, and operate equipment. \n\n3. Project Workorders and Documentation: \na. Review workorder expectations, record materials and investments in projects and completion date / status on workorder closeouts. \nb. Team with Engineering and Accounting staff to ensure details and accuracy are reported. Review and address needed revisions/edits accordingly. \n\n4. Facilities Development and Growth: \na. Team with the Engineering staff, Regional Manager, and Plant Operations Manager to assess facility needs and improvements. \nb. Contribute to planning process for future growth of new / upgraded cable facilities. \nc. Provide input and data for budgetary planning and cost analyses process. \n\n5. Safety: \na. Oversee the day-to-day safety practices implemented by crew members, and assess for maintaining limited risks, exposures, and near miss incidents. \nb. Communicate and team with the Safety, Fleet and Buildings Coordinator for guidance, training programs, access/use of PPE, and incident reporting and work site inspections. \nc. Ensure public safety precautions and practices are implemented and maintained at/around each work location. \nd. Perform site inspections to monitor and ensure that equipment, processes, and procedures are aligned with safety expectations, and best practices. \n\n6. Meeting and maintaining compliance with local, state, and federal regulations across all areas of this role’s functions are an expectation and key objective. \n\n7. Perform various other Data Network related functions and duties as assigned. \n \nMINIMUM QUALIFICATIONS (EXPERIENCE/EDUCATION): (A combination of demonstrable years’ experience and applicable alternative training(s) may be considered in lieu of the following qualifications). \na. Successful completion of a Vocational or Technical training program or any other industry related training program is considered equivalent. (Or 5 years of successful industry related experience in a similar role.) \nb. 5 years of work experience performing broadband and/or other telecommunications related service functions. \nc. A valid, state-issued, and insurable driver’s license. \n \nPreferred: Completion of one or more of the following certifications: \nClass A CDL Tower Certification Pole Certification \nSuccessful completion of an associate degree in Electronics, Telecommunications, and/or Construction. \nNOTE: The Dubois Division is a working Supervisor who is required to have a Class A CDL, Tower Certification and Pole Certification. \n \nCOMPETENCIES OR KNOWLEDGE, SKILLS, AND ABILITIES (KSA’S): \n1. Information Technology Related Knowledge: Firm working knowledge of concepts, practices and procedures and ability to use them in varied situations. \n2. Analytical Skills: An intermediate-to-advanced capability and skill with observing and assessing a situation and determining how to respond in a prompt and professional manner. Applies highly proficient and specialized skills that allow employees to function in situations that are varied, complex, and/or non-routine. Must be able to see patterns and trends and draw conclusions from observations across various situations. \n3. Project Management Skills: At an intermediate level, be proficient in organizing the planning process. Develop and direct detailed project schedules including tasks, accountability, and deadlines. Anticipate problems that may impede work. Communicate with changes and progress. \n4. Computer / Technical Skills: At a basic-to-advanced level, be proficient with PC-based systems, word processing and data entry tools efficiently. Create moderate documents, perform intermediate spreadsheet analyses. Conduct an intermediate level of systems analyses and troubleshoot issues. \n5. Administrative / General Office Equipment Operation: Efficiently use common office equipment (computer, digital camera, scanner, fax machine, copier, phone). Identify operational problems with common equipment and determine resolution. Repair and upgrade office and / or technical equipment. \n6. Equipment Operation: Intermediate skills with operation of hand tools, industry equipment and materials, and testing equipment and systems, to troubleshoot and perform repairs and installations. Must have the ability to differentiate between colors. \n7. Oral Comprehension and Expression: The ability to listen / understand information / ideas presented through spoken words and sentences, paired with the ability to communicate information / ideas in speaking so others will understand. \n8. Written Comprehension and Expression: The ability to read / understand information / ideas presented through written / typed words / sentences, paired with the ability to communicate information / ideas in writing so others will understand. \n9. Time Management: Requires the ability to use one's work time effectively and productively, \n10. Customer and Personal Service: Working knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards, and evaluation of customer satisfaction. \n11. Decision Making: Decisions may affect a work unit or area within a department. May contribute to business and operational decisions that affect the department. \n12. Problem Solving: Problems are varied, requiring analysis or interpretation of the situation. Problems are solved using knowledge and skills and general standards and past practices. \n13. Attention to Detail: Successful performance requires detail and thoroughness in completing work tasks. \n14. Teamwork and Cooperation: Successful performance in this role requires being pleasant with others on the job and displaying a good-natured, cooperative attitude. Develop and maintain relationships to enhance workflow and work quality. Persuade, gain cooperation and acceptance of ideas or collaborate on significant projects. Handle sensitive issues and facilitate collaboration at the highest level. \n15. Integrity: Successful performance in this role requires being honest and ethical. \n16. Independence of Action: Results are defined, and existing practices are used as guidelines to determine specific work methods and carry out work activities independently; supervisor/manager is available to resolve problems. \n17. English Language: This role requires proficient working knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. \n \nPHYSICAL DEMANDS AND WORKING CONDITIONS: \nThis role performs assigned work duties within a general office environment and outdoors. Employees may be occasionally exposed to changing weather conditions or contaminants. Other functions and demands, include the following: \na. This role will perform work functions in an outdoor environment and may not be protected from weather conditions during performance of those functions. \nb. This role will perform work in field settings, which require continuous standing and walking for extended periods. \nc. The employee will be exposed to moderately high noise levels: There are sufficient noise levels that require shouting to be heard above the noise level. \nd. At times this role will sit and/or stand at an office desk for multiple hours depending on the demands of the job. \ne. Exposure to Hazards: This role can be exposed to a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current(s), performing work on scaffolding and in elevated places, or exposure to chemicals in the workplace. Exposure to dust, dirt, contaminants, fumes, and wetness may occur during normal working conditions. \nf. Employees are frequently required to work in crawl spaces, shafts, trenches, manholes, and other areas that could cause claustrophobia. \ng. Frequent use of technology, computers, devices, keyboards, etc. (Repetitive hand motion and typing like functions) \nh. Hearing, listening, talking, standing, walking, bending, stooping, reaching, kneeling, squatting, balancing, pushing/pulling, crouching, and climbing stairs are all expectations of this role, although some of these functions may be more seldom performed than others. \ni. Must follow all safety policies / procedures and always use appropriate personal protective equipment (PPE). \nj. Must be able to lift 100 pounds at times. \nk. Must be able to access and navigate each department at the organization’s facilities.
