Full Time 2 Professionals Shippenville, PA, US 7 days ago Requisition ID: 1438 Salary Range: $19.63 To $24.30 Hourly Overall Objective of Job To oversee and coordinate daily activities of the county emergency management program to maintain, promote and enhance day-to-day operations. To participate as a member of the Regional Counter-terrorism Task Force (RCTTF) to facilitate the availability of emergency services in the event an emergency or disaster overwhelms local response assets. To collect information on private and public damage as a result of either a natural or human-caused disaster and to forward that information to the State Emergency Operations Center (SEOC). To guide the county’s ability to prepare for, prevent, respond to and recover from emergencies or disasters. Essential Functions of Job Directs the day-to-day operations of the emergency management program; ensures proper operation and oversight practices for the program. Interacts with government officials, public and private organizations, schools, day care centers, human and emergency service organizations, utilities, media, and the general public to coordinate activities of the emergency management program. Coordinates the collection of all private and public disaster damage assessment information within the county for transmission to the SEOC. Coordinates the delivery of services between the general public and human service agencies, public safety agencies and federal, State and local emergency management agencies. Engages in research, validates information, and assists the development of plans, policies, procedures, checklists, and guidelines governing the operation of emergency management program. Ensures operational information utilized by the fire service, emergency medical services, law enforcement, and municipal and emergency management organizations remains up to date and accurate. Serves as the county emergency management liaison between federal and State emergency management or homeland security personnel and local governments, authorities, school districts, private-non-profit organizations and the RCTTF. Maintains County Emergency Operations Plan (EOP) and Continuity of Government/Continuity of Operations (COG/COOP) Plan and provides periodic updates to hazard-specific planning requirements. Maintains hazard-specific annexes and/or checklists, and coordinates training of staff. Coordinates training for amateur radio volunteers and maintains the communications program the amateur radio operators’ support. Oversees and/or coordinates the County Citizen Corps program, including the development and training of Community Emergency Response Teams (CERTs). Fosters the development/enhancement of County Volunteer Organizations Active in Disaster (VOAD). Oversees the county’s flood prevention and warning program, including the coordination of volunteers and necessary gauges and equipment. Seeks natural hazard mitigation opportunities, and coordinates development and maintenance of the County Hazard Mitigation Plan, including maintenance of the County Hazard Vulnerability Analysis. Assists in the development of technical requirements to lease and purchase required equipment. Coordinates effective public awareness programs to increase awareness of local and RCTTF emergency services through the distribution of written material, interaction with the media or through public announcements. Provides technical, logistics, and physical assistance at emergency incidents that is requested by the local incident commander or municipality or as necessary to support the involvement of the federal and State emergency management agencies. Acts as Emergency Operations Center manager and/or Chief of Staff in any emergency or disaster. Maintains and assists in development of all other emergency operation plans, including but not limited to, dams, schools, nursing homes, day care centers, nursery schools, health care facilities, hospitals, and municipalities. Develops, oversees, and participates in training, educational programs and exercises for advancement of emergency personnel in the county and for others, including the RCTTF, as needed. When required, ensures that all federal, State, RCTTF and local deliverables, reports and program requirements are completed and filed in a timely manner with the appropriate agency; maintains quarterly EMPG reports for submittal to PEMA. Submits all state and federal grant applications by due dates. Submits all fiscal documentation and requests for reimbursement to PEMA; completes all financial administration necessary to run the emergency management program, e.g. bid processing and purchase order preparations. Submits all interim and final grant reports to PEMA as required and by due dates. Administers and maintains specialized computer software required to support local or RCTTF emergency operations; maintains a working knowledge of the latest developments in technology to implement new software for emergency operations, damage assessment or RCTTF needs. Develops, implements, and maintains supervision of county incident support team(s). Develops hazardous material response plans and guidelines; participates as a member of the Local Emergency Planning Committee (LEPC). Maintains a retainer for a Pennsylvania Act 165 Certified Contracted Hazardous Material Response Team for responses in Clarion County. Participates in the development and coordination of policy to prevent, prepare for, respond to or recover from emergencies, disasters and potential terrorist incidents. Works as assigned on homeland security issues affecting the county emergency management program and the RCTTF. Represents the emergency management program at terrorism workshops, meetings and related symposia and serves as the county point of contact for terrorism issues with Federal and State departments and agencies. Coordinates distribution of counter-terrorism informational materials and updates to appropriate management and response organizations in the county. Assists the Public Information Officer, when required, in preparing media materials on emergency preparedness or homeland security or speaking to the media. Coordinates with counterparts in the RCTTF to plan for and administer counterterrorism matters with the Office of Homeland Security, Pennsylvania Emergency Management Agency, and federal Department of Homeland Security. Participates in and facilitates the activities of the RCTTF and attends task forces’ plenary meetings, executive board work group sessions, training, and exercises, as required. Assists in the coordination and administration of the State Homeland Security Assessment and Strategy; coordinates county and task force requests for federal funding of counter-terrorism projects; monitors progress of federally funded projects and/or procurements. Monitors newly developed counterterrorism training products and assists in the acquisition of appropriate material for use by the RCTTF and county response entities. Maintains active dialogue with officials of federal, State, RCTTF and local departments and agencies during management of potential or actual terrorism incidents. Coordinates with the RCTTF in the development of Weapons of Mass Destruction (WMD) equipment lists and advises local jurisdictions on acquisitions of approved equipment. Assists in the design and production of homeland security brochures for distribution to first responders, interested professional groups and school officials. Working Conditions Works in adequate workspace, lighting, and temperatures, but with fluctuations in ventilation. Physical and Mental Conditions Must possess the ability to record, convey and present information, explain procedures, and follow instructions. Must be able to sit for long periods throughout the workday with intermittent periods of standing, walking, bending, twisting, and reaching to carry out duties of job. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job. Light work, with occasional lifting/carrying of objects with a maximum weight of twenty pounds. Must be able to cope with physical and mental stress. Must be able to move frequently throughout the workday. Must be able to pay close attention to details and concentrate on work. Qualifications Education / Training High school diploma or equivalent. Work Experience Minimum two years working experience with a County Emergency Management Agency; Emergency Services Background (Fire, EMA, or Police). Certification Incident Command Training: (ICS 100, 200, 300, 400, 700, 800). Must be able to acquire and maintain an associate certification in Emergency Management within one year of employment and within two years of employment professional certification is encouraged. The EMA Coordinator is also required to pass a PEMA exercise program required by Pennsylvania State law under Title 35 within one year of employment. Knowledge, Skills, and Abilities Required Must be able to speak and understand the English language in an understandable manner to carry out the essential job duties. Must possess effective communication and interpersonal skills; following and providing oral and written instructions. Must possess ability to function independently, have flexibility, and the ability to work effectively with others. Must possess the technical knowledge of operating personal computers and other office and communication equipment. Must possess ability to coordinate response of emergency services and provide support to field units. Must possess general knowledge of office practices and procedures, including ability to maintain accurate files and record keeping. Must possess ability to act quickly and calmly in emergency situations. Must be able to multitask and pay attention to detail.
