LEASE MANAGEMENT SPECIALIST (EAS-21)

Job Description
FUNCTIONAL PURPOSE:
\n \nSupports facility heads with lease interpretation and enforcement in regards to maintenance matters. Develops, administers, and enters into agreements with landlords and their representatives.
\n \nDUTIES AND RESPONSIBILITIES:
\n \n1. Reviews and interprets lease agreements to support Postal facilities with building maintenance issues.
\n \n2. Provides direction and guidance to facilities, local maintenance departments, and other contract personnel to ensure compliance with lease agreements.
\n \n3. Analyzes contracts to determine the roles and responsibilities agreed upon at time of settlement. Determines appropriate manner in which to enforce contract agreements.
\n \n4. Communicates with landlords and their representatives; contractors and consultants; local, state, and federal officials; and other parties of interest on Postal real estate and maintenance issues.
\n \n5. Manages the enforcement of landlord maintenance contracts. Develops statements of work, reviews proposals, coordinates efforts between Facilities and the design and constriction professionals, and tracks performance.

- Ability to manage contracts to include determining requirements, developing statements of work, reviewing proposals, and monitoring contractor performance. \n
- Ability to communicate orally to serve as a liaison on real estate issues and negotiate with property owners. \n
- Ability to conduct contract negotiations. \n
- Knowledge of real estate laws, principles, practices, and markets. \n
- Knowledge of the full life cycle of contracting activities such as acquisition, award and the closeout. \n
