The Director of Preconstruction & Procurement is a senior, hands-on leader responsible for personally driving and executing DuCon's preconstruction, estimating, GMP development, subcontractor procurement, proposal development, and pursuit-response activities. The role leads projects from early opportunity assessment through preconstruction and turnover to operations, while also managing responses to RFQs, RFPs, bid invitations, and other procurement opportunities. The Director is expected to combine executive judgment with day-to-day production and is accountable for the quality, competitiveness, completeness, and timeliness of the department's work.

WORKING DIRECTOR / PLAYER-COACH EXPECTATION

\n

This is not a delegation-only position. The Director will have staff and other employee resources available, but is required to personally execute a substantial portion of the work, including estimating, scope review, proposal writing, subcontractor outreach, bid leveling, GMP assembly, procurement coordination, and pursuit presentations. DuCon leaders are expected to lead by example, set the pace, and personally drive results.

Required Experience & Qualifications

\n

• 10+ years of progressively responsible commercial construction experience, with substantial experience in preconstruction, estimating, procurement, and proposal development for a general contractor or construction manager.

\n

• Demonstrated leadership experience managing complex preconstruction efforts and developing detailed GMPs for commercial, institutional, public, mixed-use, or comparable projects.

\n

• Strong working knowledge of Florida construction markets, local permitting environments, delivery methods, subcontractor capacity, labor conditions, and procurement practices.

\n

• Must possess a deep, well-established network of subcontractor, supplier, and vendor relationships throughout the Tampa Bay market and across the State of Florida, with demonstrated ability to leverage those relationships for competitive pricing, reliable bid coverage, and successful project delivery.

\n

• Proven experience personally preparing and managing RFQ, RFP, ITB, bid-invitation, and qualifications-based submissions from solicitation review through final delivery and interview.

\n

• Ability to read and interpret plans, specifications, contracts, scopes of work, bid forms, owner requirements, and procurement documents at a high level of detail.

\n

• Excellent written communication, proposal writing, negotiation, presentation, organization, and client-facing skills.

\n

• Bachelor's degree in Construction Management, Engineering, Architecture, Business, or a related field preferred; equivalent relevant construction experience may be considered.

\n

• Professional credentials such as CPE, CCM, DBIA, LEED AP, or similar certifications are preferred but not required.

\n

Technology & Software Proficiency

\n

• Advanced proficiency with Microsoft Excel and the broader Microsoft 365 suite.

\n

• Working proficiency with Procore and Bluebeam Revu; experience with bid-management platforms such as BuildingConnected or comparable systems.

\n

• Experience with estimating platforms, takeoff software, scheduling tools such as Microsoft Project or Primavera P6, and ERP/accounting systems used in commercial construction.

\n

• Ability to rapidly learn and enforce standardized digital workflows for estimating, procurement, document control, and proposal production.
