Director of Facility Management

Job Title

Qualifications: Bachelor of Science degree in industrial management or appropriate combination of education and experience as the Board of Education may find appropriate and acceptable. Have minimum of five (5) years successful experience in direct supervision of operation and maintenance in industry and/or school district or such alternatives as the Board of Education may find appropriate and acceptable. Have minimum of two (2) years successful experience in facility management. Have expertise in maintenance, grounds, and custodial areas. Possess the ability to read blueprints and write specifications for heating, plumbing or electrical work. Possess or obtain and maintain a New Jersey Black Seal Low Pressure Boiler License. Meet all the legal and/or health requirements as set forth by State law and/or local Board of Education Title 18A: 16-2, 3, 4, 5. Possess strong interpersonal and organizational skills

Reports to: School Business Administrator, Superintendent

Supervises: Custodial, Maintenance and Grounds Departments

Job Goal: Shall ensure that all custodial, maintenance and grounds-keeping operations in the district are conducted in a safe, efficient and effective manner.

Performance Responsibilities:

Overall responsibilities

1. Responsible for the state of cleanliness, the efficiency of the custodial, maintenance and grounds operations of the system-wide plant and grounds and the program of preventive maintenance and repairs.

1. Responsible for determining the need for staff in his areas of responsibility and be involved in their procurement.

1. Direct and supervise the work of his staff to achieve the high standards desired by the District. This duty shall involve establishment of work routines, arrangements for substitutes, rotation of staff, on-the-job supervision, annual employee evaluations and training opportunities for individual improvements. Recommendation for retention, salary increases, official letters of reprimand or dismissal are to be made to the Business Administrator for presentation to the Superintendent of Schools.

1. Responsible for all training of maintenance and operations employees in areas such as General Training & Program Guidelines, Lockout/Tagout, Confined Space, Hearing Conservation, Respiratory Protection, Powered Industrial Trucks, Personal Protective Equipment, Portable Fire Extinguishers, Occupational Exposure to Hazardous Chemicals in Laboratory, Welding & Cutting, Portable & Fixed Ladders, Commercial Driver's License, Indoor Air Quality, Radon Testing, Bloodborne Pathogen Awareness, Right to Know, Asbestos and Safety.

1. Responsible for preparing the budget for the areas assigned and for ordering, maintaining, and establishing controls for the efficient use of all supplies and equipment. In order to effectively fulfill the requirements of this duty, will meet with salesmen and factory representatives. Shall keep abreast with new products and methods, and test and evaluate new equipment, supplies and materials in order to ensure that the school is purchasing the best and most economical products available. He will be responsible to prepare and advertise all bids pertaining to his area.

1. Insure that all use of buildings at night or over the weekends are properly staffed with custodial personnel to enforce all policies regarding the use of school facilities.
2. Responsible for risk management duties of district.

1. Responsible for all district-owned vehicles and make the necessary arrangements for a preventive maintenance program and the needed repairs to keep all vehicles in proper working order and to maintain registration and inspection.

1. Keep all records required for the proper function of his/her areas of responsibility and make sure cost studies and reports are requested, shall track purchase orders and billings and shall develop an inventory control system.

1. Arrange for and supervise repairs of buildings during the night or over the weekends due to vandalism or other causes.

1. Order fuel when needed and supervise and maintain records of gas and oil used by all vehicles.

1. Make recommendations for improvements and repairs to buildings and grounds, and when new projects within his/her realm of responsibility are contracted to be done by non-district personnel, shall inspect the quality of the work and make the appropriate recommendations for payment.

1. Assume complete responsibility of environmental issues (Right-to-Know, radon, asbestos, water testing, lead paint, chemical applications, etc.).

1. Communicate with the Board of Education to insure better public relations both within the structure of the district and in the community. The Director will attend one Board meeting per month to report on the status of projects and functions of his department.

1. Assist in planning and supervision of new construction, coordinate required inspections with public agencies and assure that codes and regulations are being observed and followed.

1. Perform other duties as assigned.

5. Function in a workplace that is usually moderately quiet but that can be noisy at times.

7. Minor standing time for copier utilization from time to time.
8. Ability to lift up to 25 lbs. to move office boxes when necessary.

Employment Conditions:

Contract Term: July 1st to June 30th, 12 months

Salary: Discretion of the Board of Education
