Job Summary The Program Manager will oversee operational functions to the highest standards, strengthening and maintaining relationships with customers while meeting deliverable requirements of the HCBS and FCAA carceral release program. The role focuses on maintaining high standards in program performance to ensure contract requirements are met successfully. This is a remote position; applicants must reside in the state of Oregon. Responsibilities Carry a small caseload of 15–20 members. Direct the program toward objectives and goals assigned for contract compliance; monitor metrics and daily operations to ensure success. Collaborate with program leaders, medical director, management teams, and corporate support teams to improve processes, determine training needs, and identify improvement opportunities. Assist in budget review and management. Work with management and corporate team for RFP enhancement and new business cycles. Assess all systems—contract, policy and procedure, workflow, etc.—continuously to ensure high customer satisfaction among stakeholders. Collaborate with management to create an organizational structure that ensures effective processes and work designs. Assist in determining development opportunities for staff and teams. Supervise staff to ensure excellent customer satisfaction. Provide ongoing monitoring and supervision to meet contract deliverables for all operations. Provide data analysis and reporting to meet the contractor’s goals of quality care and cost effectiveness in a timely manner. Read, understand, and adhere to all corporate policies, including those related to HIPAA and its privacy and security rules. Qualifications Bachelor’s degree (master’s preferred) from an accredited college or university. Qualified Mental Health Professional or licensed by a state of Oregon Licensing Board for the applicable scope of practice. 5+ years of relevant experience in program operations. 3+ years of experience as a supervisor or manager in a relevant program or field such as social services, carceral services, or healthcare operations. Familiarity with Medicaid and the Oregon Health Plan. Proficiency with Microsoft Office products. Knowledge or experience in care coordination, case management, or case work. Must reside in Oregon. Preferred Qualifications Experience with a multidisciplinary team approach. Knowledge of best practice in healthcare operations. Knowledge of government policy and structure. Knowledge of metrics, productivity measures, and reporting. Knowledge of regulatory agency compliance. Knowledge of contract development and implementation. Aptitude for systems planning and task prioritization. Competent communication skills (written, verbal, and listening); uses appropriate interpersonal skills with a variety of stakeholders.
