Citywide Leaves and Accommodation Manager (1246) - Department of Human Resources Full-time Job Code and Title: 1246-Principal Human Resources Analyst Fill Type: Permanent Exempt Application Opening: May 23, 2026 Application Deadline: Apply Immediately. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The Department of Human Resources (DHR) knows people are the City’s greatest asset. Making sure that our City’s departments are able to provide proper guidance for and support of employee leaves and absences can ease the apprehension faced by an employee with a complex and regulated process. DHR Absence Management Program The Absence Management Program, housed within the Health and Safety Division of DHR, is the City’s central resource on leave and accommodation matters for our workforce of over 33,000. On a broad level, we provide critical training and support for Human Resources staff in all departments on improving their understanding of leaves and the accommodations process. The Absence Management Program helps departments understand the complex array of leaves available under local, state, and federal law, whether routine or more complex. At the individual employee level, we support reasonable accommodations for individual employees unable to continue with their current position after an injury or illness and for disabled employees under the Americans with Disabilities Act (ADA) through the 60 day job search. What you’ll be doing: Managing a small team of human resource professionals, the Citywide Leaves and Accommodation Manager responsibilities are complex and require extensive critical thinking. You will be a consultant, advisor, and subject matter expert in all aspects of our employee leave process, system, and reasonable accommodation processes and policies. You will work closely with and report to the Director of Health and Safety Division within DHR. You will monitor and evaluate the City’s Absence Management Program to ensure all departments comply with Department of Human Resources policies, as well as local, state, and federal law. Essential duties include, but are not limited to: Planning, monitoring, evaluating, directing, and supervising the smooth and effective operation of the Absence Management Program. Assisting in the identification, development, and implementation of goals, objectives, policies, and priorities; assisting in the determination of resource allocation and levels of service according to established policies; coordinating work to improve programs or services. Evaluating current and future practices with an eye towards continuous improvement. Developing citywide rules, guidelines and procedures designed to ensure timely handling, tracking and record maintenance of all employee intermittent and consecutive leaves, as well as, accommodations under ADA/FEHA. Continuously refine the City’s employee leave management data by implementing improvements to data collection, analysis and resultant recommendations. Produce and present citywide data as needed. Monitoring and evaluating leave usage across all city departments to identify overuse and consult on development of plans of action to address and reduce leave abuse and/or return employees to work. Counseling and advising department human resources management and staff on federal, state and local leave and accommodation laws, policies and provisions. Working with Departments and Workers Compensation staff, conducting case review meetings to identify high-risk complex cases, for earlier intervention and accommodation consideration. Designing and delivering training programs for managers, supervisors, on employees absence management policies and related topics. May present before the Civil Service Commission, Board of Supervisors and other boards on disability, accommodation, and leave matters. May represent the City as the subject matter expert during litigation and settlement of individual on disability and leave matters and mediation with external agencies. Provides supervision and direction and coaching to the Absence Management Program staff. Other duties as assigned. Education: Possession of a baccalaureate degree from an accredited college or university. Experience: Five years of professional human resources experience in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training of which one year must have been as (1) an advanced journey level classification, similar to 1244 Senior Human Resources Analyst, that performs difficult and specialized human resources work and thereby serves as a resource for special problems, or (2) lead or supervised a small team of professional staff involved in the more difficult and complex matters associated with recruitment and selection; employee and/or labor relations; classification and compensation; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. Substitutions: Experience Substitution - Possession of a Juris Doctorate (J.D.) or a Masters degree in Personnel Administration, Human Resources Management, Business Administration, Public Ad-ministration or Clinical/School/Industrial-Organizational Psychology may be substituted for one (1) year of the required non-advanced journey / non-lead/supervisory experience. Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training. (30 semester units/45 quarter units equal one year.) Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco's 1249 Human Resources Training Pro-gram may substitute for one (1) year of the required non-advanced journey / non-lead/supervisory experience.
