Citywide Leaves and Accommodation Manager 1246 Department of Human Resources

Job Description Overview The Department of Human Resources (DHR) values people as the City’s greatest asset. The City’s Absence Management Program, housed within the Health and Safety Division, is the central resource on leave and accommodation matters for our workforce of over 33,000. The program provides training and support for Human Resources staff across all departments, improves understanding of leaves and accommodations, and supports reasonable accommodations and ADA 60‑day job searches. Responsibilities Managing a small team of HR professionals, the Citywide Leaves and Accommodation Manager is a consultant, advisor, and subject‑matter expert on all aspects of employee leave, system, and reasonable accommodation processes and policies. The role reports to the Director of the Health and Safety Division. Plan, monitor, evaluate, direct, and supervise the Absence Management Program. Assist in the development and implementation of goals, objectives, policies, and priorities, and coordinate work to improve programs or services. Evaluate current practices and recommend continuous improvement. Develop citywide rules, guidelines, and procedures for timely handling, tracking, and record maintenance of all employee intermittent and consecutive leaves, as well as accommodations under ADA/FEHA. Refine employee leave data, implement improvements to data collection and analysis, produce and present citywide data as needed. Monitor leave usage across departments, identify overuse, and advise on action plans to reduce abuse and facilitate return to work. Counsel and advise department HR managers and staff on federal, state, and local leave and accommodation laws and policies. Collaborate with Departments and Workers Compensation staff to conduct case reviews, identifying high‑risk complex cases for early intervention and accommodation consideration. Design and deliver training programs for managers and supervisors on absence management policies. May present to the Civil Service Commission, Board of Supervisors, and other boards on disability, accommodation, and leave matters. May represent the City as subject‑matter expert during litigation, settlement of individual disability and leave matters, and mediation with external agencies. Provide supervision, direction, and coaching to the Absence Management Program staff. Perform other duties as assigned. Qualifications Education Possession of a baccalaureate degree from an accredited college or university. Experience Five years of professional HR experience in one or more of the following areas: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; HR operations; diversity, equity, and inclusion; and personnel training. One year of advanced journey level classification (e.g., 1244 Senior HR Analyst) serving as a resource for special problems, or lead or supervise a small team of professional staff on complex matters. Substitutions Juris Doctorate or Master’s degree in Personnel Administration, HR Management, Business Administration, Public Administration, or Clinical/School/Industrial-Organizational Psychology may substitute for one year of required non‑advanced experience. Verifiable professional HR work experience in the listed areas may substitute for up to two years of education, on a year‑for‑year basis. A 12‑month HR trainee program equivalent to the City and County of San Francisco’s 1249 program may substitute for one year of non‑advanced experience.
