Assistant Director - Program Management II - Lookout Mtn Youth Service Center

Open only to Colorado state residents. Physical Job Location: Lookout Mtn Youth Services Center, 2901 Ford St, Golden CO 80401. Purpose of Position This position is an Appointing Authority as delegated by the Youth Center Director and reports to the Division as necessary regarding the status or progress of the agency. The position implements DYS initiatives to include a trauma‑responsive environment, behavior management and/or treatment models. It provides direct supervision of supervisory and management positions, including Youth Service Specialist IIIs, Youth Service Counselor III, medical and food services managers, and other staff. The incumbent is responsible for identifying and managing leadership and management efforts aimed at improving youth center operations and for implementing the DYS strategic plan. The position participates in the Youth Center Assistant Directors Group, provides indirect supervision to all remaining employees, serves on-call responsibilities, and may act as liaison to the Facilities Management Division. Job Duties Supervision: Supervises direct care supervisory staff and program area managers and indirectly supervises all agency staff. Serves as the Appointing Authority, sets performance standards, conducts performance planning and appraisal, and ensures staff development needs are met. Initiates corrective or disciplinary actions, ensures staff perform supervision functions consistent with DYS expectations, and implements the Reflective Supervision Model. Monitors and approves formal leaves of absence and provides regular performance evaluations. Makes promotion recommendations and ensures use of personnel resources complies with regulations. Ensures statutes and policy related to seclusion and physical response are followed, and delivers quality program services. Program Implementation: Provides programmatic planning, coordination, monitoring, evaluation, and oversight to assigned youth center functions. Ensures quality control and continuous improvement with a trauma‑responsive environment, aligned to DYS Policy, Compliance Review Standards, and statutes. Implements the DYS Strategic Plan, partners with behavioral health, direct care, and administrative staff, maintains effective relationships with external agencies, and maintains required staffing levels through recruitment, selection, training, scheduling, and retention. Finance: Works with the Youth Center Director to develop an annual budget based on needs assessment, approves and monitors expenditures, and ensures resources are used to address youth center needs. Acts as a signing authority for agency P card and checkbooks, approves allocation moves, monitors vacancy savings, overtime, and holiday accruals, and manages PREA fund allocation to prevent sexual harassment, abuse, or misconduct. Safe Environments: Ensures safe and secure care for all youth, inspects and modifies architecture or processes, and improves operations by planning for new equipment or processes. Provides staff with necessary equipment and oversees equipment handling. Oversees safe movement, staffing schedules, and compliance with the Prison Rape Elimination Act. Provides training on safe practices, structured trauma‑responsive programming, and de‑escalation skills. Assists the Director in creating a trauma‑responsive environment and ensuring staff training per DYS Policy 4.1. Personnel: Applies state personnel board rules, assists with recruiting, testing, interviewing, and selecting staff, monitors progress, and corrects performance. Works with HR, benefits, and legal offices to ensure compliance with personnel rules and provides guidance on employee assistance programs. Provides coaching, training, and mentoring for staff and addresses staff training needs related to mental health of detained youth. Representation: Serves on agency boards as assigned, participates in division, regional, and community processes, provides educational tours, attends meetings, documents and shares lessons, and maintains community contacts with families, judges, vendors, and law enforcement. Data and Measurement Systems: Drafts, implements, and monitors internal measurement systems to elicit programmatic improvements in safety and programming. Collects and reports data on fights, assaults, staffing, seclusion, injuries, and other metrics, identifies and corrects issues, applies process improvement strategies, and uses data to inform decisions. Other Duties as Assigned: Performs other duties as assigned. Minimum Qualifications Experience Only: Nine (9) years of professional experience in corrections, law enforcement, probation/parole, or another area of public safety. Education and Experience: Nine (9) years of professional experience in corrections, law enforcement, probation/parole, or another area of public safety, or an equivalent combination of education and experience demonstrating the ability to manage operations within a secure trauma‑responsive environment. Special Qualifications: Secure juvenile custodial expertise, knowledge of detention or pretrial programming, clinical or treatment considerations for youth sentenced to long terms, understanding of Colorado Children’s Code and related statutes, SB94 mandates, contractor oversight, and liaison responsibilities. Preferred Qualifications 5+ years of supervisory and administrative experience in juvenile justice or secure residential settings. Experience with quality assurance oversight and accountability. Experience managing large, complex systems or organizations, including multi‑site operations and cross‑functional teams. Expert knowledge of Colorado juvenile laws, criminal procedures, and state personnel board rules. Experience with contractor oversight and agency liaison responsibilities. Direct supervision of leadership positions, coaching and mentoring, performance oversight, and strategic direction. Conditions of Employment Full background check, including CBI name check, fingerprint check, court database, Medicare fraud database, reference checks, professional license verification, drug screen, PREA, Trails check, and CAPS. Minimum age 21 years, no felony convictions or history of domestic violence. Current/unrestricted Colorado driver’s license. Successful completion of DYS Pre‑service Training Academy, Field Training Program, and mandatory annual training. Travel required for training, meetings, and other activities.
