Job Description
PURPOSE OF POSITION:
The General Work Equipment Manager, oversees the maintenance and repair operations of heavy equipment and specialized machinery in the Anchorage and Fairbanks shops. Ensures that equipment such as cranes, spreaders, van loaders, overhead lifting systems, shop machinery, vehicle fleets, and other support assets are inspected, serviced, and maintained to meet safety, reliability, and performance standards. Manages the overall operation of the heavy equipment shops.

Duties and Responsibilities:

Directs ARRC heavy equipment management employees in the maintenance and repair operations for the ARRC equipment and vehicle fleet. Provides guidance and supervision to crews assigned to routine repair, special projects and ARRC emergency situations. Evaluates heavy equipment fleet to ensure it is in good condition to meet maintenance and track repair schedules. Recommends replacement programs as conditions warrant and provides information necessary to determine direction for capital projects . These evaluations are not limited to ARRC and is a requirement for external customers.
Develops and implements schedules and policies for preventative maintenance, service, repair and rebuilding of ARRC equipment within Recommended Standards and applicable FRA, FTA and OSHA standards and regulations. Responsible for overall operation of ARRC heavy equipment shops. Responsible for all heavy equipment maintenance throughout the ARRC, including overall operations in Anchorage and Fairbanks, and all field mechanics.
Monitors and amends repair priorities/activities to meet peak equipment and material demands by establishing necessary work schedules and manpower distribution. These activities are performed in conjunction with Maintenance Department's internal and external partners.
Provides project management oversight, direction, and coordination of work performed on assigned projects, organizing work, ensuring a safe working environment, overseeing and directing ARRC employees and contractors working on assigned projects, approving changes to plans and specifications, and approving completed work. Ensures proper as-built, operation and maintenance documentation are submitted for third-party projects and disburses that information to ARRC personnel, or contractors, as necessary. Develops plans for assigned projects. Project plans may include: analyzing and formulating project concepts, goals, schedules, critical path issues, life cycle costing, and quality control, value engineering, and financing requirements. Analyzes options and identifies opportunities for performance improvements. Coordinates project plans for assigned projects with engineering, manufacturers, vendors, contractors, and department supervision.
Assists in development of technical equipment specifications for restoration and/or purchase of vehicles, heavy equipment and related shop machinery equipment. Where necessary, performs acceptance inspections relative to approval of contractual services.
Prepares repair cost estimates, develops equipment cost data for input to the heavy equipment budgets and tracks budget performance of department operations.
Administers overall heavy equipment operation safety and training programs by ensuring regular inspections, proper reporting and adequate training of personnel.Manages a wide variety of records and files regarding heavy equipment operations, supplies, technical bulletins, personnel actions, etc.Ensures that personnel actions are completed timely and schedules subordinate leave in accordance with ARRC Personnel policies and appropriate collective bargaining agreements. Participates in bargaining unit negotiations as management technical representative for affected area.Assists in the contingency operations of the Maintenance Department during derailments and emergency situations for readiness of equipment and personnel to respond.

FACTOR 1: Technical and Operational Knowledge

Extensive experience in the areas of mechanical and electrical systems maintenance is required. Five years of mechanical-related project management experience to include project scheduling and contractual oversight is required. Ability to analyze, evaluate and monitor assigned projects. Knowledge of safe work practices and methods required. Knowledge of mechanical terminology, processes, and functions is used when evaluating equipment failure and in devising maintenance program improvements, component failures, and engineering design. Must have knowledge of principles, policies and procedures in the areas of safety, supervision, budgeting and purchasing. Must be safety conscious and able to project that image to co-workers and subordinates. Must be a team player and work cooperatively with all other supervisors and ARRC employees. Must be able to communicate both orally and in writing. Also, must be able to lead and motivate people, even under adverse conditions. Skill in operating a personal computer and a working knowledge of word processing and spreadsheet software (preferably Word, Excel, and Production Management Software) is required. Strong records management skills are needed to document control procedures; establish and implement inspection procedures; and provide preventative and corrective action procedures.


FACTOR 2: Analytical Skills and Impact

Incumbentuses a working knowledge of AAR, APTA, FRA, FTA and OSHA regulations to ensure the corporation's maintenance compliance with applicable rules. Analyzes data, identifies trends or sources of problems and establishes and implements correction action. Incumbent is responsible for records maintenance management and preventative maintenance completion in a computerized maintenance management system environment employing principals and techniques of reliability excellence.


FACTOR 3: Supervision and Control

Incumbentmust be capable of independent decision-making within areas of responsibility. Incumbent directly and/or indirectly supervises employees assigned to ARRC heavy equipment operations. Specific areas include craftsmen in heavy equipment shops, and outlying points. In addition, incumbent may direct contractor's efforts in the performance of services required by ARRC in areas of equipment repair and maintenance activities. Incumbent monitors and provides necessary documentation relevant to employee performance in both safety and production areas. Provides oversight and direction in assessing first level disciplinary procedures consistent with ARRC Policy and Procedures and collective bargaining agreements. Incumbent has direct oversight of ARRC IBT Trainee program and trainee evaluations.


FACTOR 4: Communication

Acts as primary contact between ARRC, federal and industry technical regulatory officials concerning the repair and maintenance of assigned equipment and machinery. Contacts are with subordinate employees and all levels of employees within own and other departments, managers, customers, safety and training consultants, and compliance officials. Contacts are for the purpose of advancing ARRC Mechanical Department preventative maintenance programs and the performance of running repairs to accomplish established production goals.

FACTOR 5: Working Conditions

Work is performed in an office setting with frequent visits to the shop area and outside work sites. May require occasional travel to other rail belt locations or out of state.

Minimum Qualifications
Education Requirements


High school diploma or GED required.

Work Experience

Five (5) years of managing 5 or more employees engaged in locomotive or heavy equipment maintenance in a shop or field environment is required. Must be proficient in operating a personal computer including data entry and use of reporting tools (e.g., Word, Excel, Production Management software). Must have an understanding of mechanical terminology, processes, and functions. Must have the ability to effectively communicate both orally and in writing, in addition to strong records management skills.


Certification/License Requirements

Must have a valid driver's license. To be considered a valid driver's license, an employee must always maintain at least a three-year continuous period free of any Driving Under the Influence (DUI) or Operating Under the Influence (OUI) convictions.

Preferred Qualifications

Experience with on-track equipment, hydraulic equipment, and/or locomotives is preferred.

A working knowledge of applicable federal regulations regarding locomotive and heavy equipment maintenance is preferred.


Two (2) years of experience with budget and cost control is preferred.

Alaska Railroad Corporation Benefits
The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.


Retirement Plans
ARRC Pension Plan - Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.
Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.

Early retirement, survivor and disability benefits are available for vested participants.

401(k) Tax Deferred Savings Plan - Participation is optional. You may enroll once you meet the eligibility requirement of your bargaining unit. Depending on the bargaining unit, there may be an employer match.


457 Deferred Compensation Plan - Participation is optional for non-represented employees.
Insurance and Flexible Spending Plans
All plans are optional except the RR Dental Plan for bargaining unit employees.


Health Insurance Plan
A comprehensive health insurance plan, self-insured by the ARRC and administered by Premera Blue Cross Blue Shield of Alaska. Coverage is also available for the employee's spouse and dependent children. ARRC and the participant share the premium cost. Bargaining unit employees are Eligibility after 90 days, and non-represented employees are eligible as of the date of hire.

The Railroad offers a Prefered Provider Organization plan (PPO Blue Essentials) and a Consumer Directed Healthcare Plan with a Health Saving Account (Gold Essentials). The Plans have the following features.

The Railroad also offers two dental plans.
The Railroad National Dental for represented employees.
The Alaska Railroad Optional Dental Plan for both represented and non-represented employees.
