Director of Engineering and Asset Management Support US & Canada Business Unit, managing sustaining capex engineering and technology projects ensuring VPM stages are complete and Vopak standards are followed. Project Controls applied in accordance with local and national regulations, maintaining a Repeatable Formula and providing sound project management advice. Project Management Managing simultaneously several projects, contract management, stakeholders’ management, interface management Capable of managing several projects and following VPM stage‑gate process Works closely with Vopak Global Engineering Inform Managing Director, Project Owners to report progress and main issues Provides solutions to keep projects on track Comprehensive knowledge of project management and contract management to ensure contractors perform per Vopak Quality and Safety standards Supports project owner in identifying project technical staffing requirements Reviews and validates Project Management plans Initiates and organizes key project reviews and ensures all Divisional & Global reviews are implemented and complete per VPM methodology Ensures Internal Customer input is documented and included in BOD Ensures project maintain a Decision log Ensures full compliance with permits and regulatory requirements and with Vopak minimum technical, local regulations and operational standards Knowledgeable in risk management and uses outcomes of project risk assessment to improve execution until project end Project Engineering At least 15 years in projects engineering experience & knowledge in Oil, Gas and Chemicals Terminals design (Operational Experience a plus) Knowledgeable in different standards and recommended design practices typically applied in the Oil Gas and Chemical Industries (API, NFPA, IE, ISGOTT, etc.) Experience with execution of engineering activities in projects and interfaces between different disciplines Experience with storage tanks, marine facilities, mechanical rotary equipment, basic process equipment, vapor control units, truck and rail (un)loading infrastructure Familiar with activities required for application for permits and related regulatory requirements Familiar with process hazard assessments (What If, HazOp, LOPA, etc.) Familiar with maintenance requirements in marine terminals (inspections per API 653, API 571, etc.) Familiar with automation infrastructure (DCS, SIS, field instrumentation, etc.) Familiar with New Energies projects like hydrogen, hydrogen carriers, energy storage, CCS, etc. Strong skills with software and computer tools Knowledge and understanding of the different contracting strategies: EPC, EPCM, E+P+C, etc. Experience managing multi‑discipline engineering projects where complex interface management required Knowledge and experience on the complete stage gate process (VPM) cycle Supports the development of detailed engineering design: specifications, standards, equipment & materials, operating parameters, automation, utilities Ensures engineering development of projects adheres with Vopak Standards and recognized industry practices Project Controls Development of project cost estimates per the international standards Development and update of project schedule (P6 knowledge a plus) Implementation of WBS & CBS Application of Cost Control principles Physical progress measurement, forecasting methods, and risk management Review and validate project’s cost estimates, achieve Estimate class per ICEAA Ensure schedules are developed properly with correct level of task details at each stage from FEL to Execution Ensure CBS and WBS used consistently across projects, cost estimates, schedules, progress measurement and scope documents Implement effective document management for all aspects of the project to assure traceability, project records and smooth documentation turnover Review and validate physical progress measurement and monitor project cost Ensure Weekly/Monthly reporting prepared according to Vopak principles of transparency and integrity, issued on time to stakeholders Review and validate project risk register, ensuring risks mitigated by risk owners Review and validate project forecasts of Time (In‑service date) and Cost (EAC) Work Environment & Physical Demands This position requires an office environment and exposure to outside elements, extreme heat up to 104°F (40°C) and cold down to 15°F (-10°C), chemicals and compounds, potential confined space entry, elevated environments, and wearing PPE. Physical demands include walking, sitting, speaking, hearing, standing, using hands, reaching, climbing, balancing, stooping, kneeling, crouching, occasional lifting up to 50 pounds, and travel by air, rail, bus, or car. Specific vision abilities required include close vision, peripheral vision, depth perception, and ability to adjust focus.
