Job Summary As the Regional Senior Director, Strategy and Planning (West Region) , you will ultimately be responsible for driving operational execution, workforce readiness, financial performance, and strategic planning across the West Region's project portfolio. You will partner with the Regional Vice President to translate regional strategy into disciplined project execution while delivering safe, efficient, and profitable operations. As the Regional Senior Director, Strategy and Planning, your customers are regional leadership, project managers, field operations teams, finance, clients, and corporate partners, and you will make meaningful contributions to the company's success through operational excellence, strategic leadership, and financial accountability. Key Responsibilities (Including, but not limited to) Partner with the Regional Vice President to develop and execute the West Region's integrated project execution strategy across all active programs Monitor project performance against contractual commitments, schedules, budgets, and operational objectives while driving timely corrective actions Develop and maintain executive dashboards, project reporting tools, KPIs, and performance metrics that provide visibility into regional project health Coordinate with project managers, field leadership, and construction teams to resolve execution challenges and maintain project momentum Support pre-construction planning activities, including project kickoff readiness, constructability reviews, and mobilization planning Lead project closeout reviews and continuous improvement initiatives by capturing lessons learned and implementing best practices Oversee workforce planning, resource forecasting, subcontractor readiness, and capacity planning to support regional project demands Collaborate with People Services, Operations, and regional leadership to anticipate staffing needs and ensure workforce availability Manage subcontractor and vendor performance to ensure compliance with project scope, quality, schedule, and contractual requirements Champion a culture of safety by ensuring compliance with Congruex safety standards, OSHA regulations, and customer-specific safety requirements Partner with regional safety leadership to monitor safety performance, conduct field audits, investigate incidents, and implement corrective actions Integrate safety planning throughout all phases of project execution while promoting zero-tolerance accountability for unsafe conditions and behaviors Ensure project personnel, subcontractors, and field teams maintain required certifications, qualifications, and safety training Review safety performance trends, near misses, and incident analyses to proactively reduce operational risk Support regional financial performance through oversight of revenue recognition, job costing, margin performance, forecasting, and budget management Partner with Finance and Project Management teams to ensure accurate billing, contract compliance, change order management, and financial reporting Identify and communicate financial risks, cost overruns, schedule impacts, and margin concerns while recommending mitigation strategies Support regional budgeting, bid reviews, financial planning, and revenue realization activities Perform additional responsibilities within functional scope based on business needs Required Qualifications Education, Licensing, and Certifications Bachelor's degree in Construction Management, Engineering, Business Administration, Finance, or a related field required Master's degree preferred Project Management Professional (PMP) Certification or equivalent preferred Valid driver's license Experience 10+ years of progressive project management, operations, or construction management experience within the telecommunications or infrastructure industry 5+ years of senior leadership experience with direct responsibility for project financial performance, workforce planning, and operational execution Experience supporting executive leadership in strategy, planning, or operational management preferred Experience managing large-scale telecommunications infrastructure, outside plant (OSP), fiber deployment, or wireless construction programs preferred Skills and Abilities Strong project execution, portfolio management, and operational leadership skills Extensive knowledge of workforce planning, subcontractor management, and field resource deployment Strong financial acumen, including job costing, revenue recognition, forecasting, cost-to-complete analysis, and margin management Ability to interpret contracts, change orders, financial reports, and project documentation to support operational decision-making Excellent analytical, strategic thinking, and problem-solving capabilities Strong leadership, communication, and relationship-building skills with the ability to influence cross-functional teams and executive leadership Experience developing executive dashboards, KPI reporting, and business intelligence tools Proficiency with project management software, ERP systems, financial reporting platforms, and Microsoft Office applications Ability to manage multiple priorities in a fast-paced, high-growth environment while maintaining exceptional attention to detail Knowledge of telecommunications infrastructure construction, including outside plant (OSP), fiber deployment, and wireless construction preferred Preferred Qualifications Master's degree in Business Administration, Engineering, Construction Management, or a related field Project Management Professional (PMP) Certification Experience supporting Regional Vice Presidents or executive leadership in strategic planning and operations Experience leading large-scale telecommunications or infrastructure construction portfolios Physical Requirements Ability to travel extensively throughout the West Region Ability to conduct field visits at active construction and infrastructure project sites Ability to work in office and outdoor environments under varying weather conditions Ability to walk, stand, climb, and navigate
