The Position
The Regional Water Providers Consortium (Consortium) is seeking applicants who are interested in a rewarding career as a Consortium Analyst (Analyst I). The Consortium Analyst is an integral part of the Consortium's three-person team which will work collaboratively with Consortium staff, water provider members, and partners to achieve the goals and strategic initiatives outlined in the Consortium's 5-year Strategic Plan.
The Consortium's work is rooted in collaboration and is divided into three categories: water conservation, emergency preparedness and resiliency, and strengthening regional partnerships. This position is fully funded through the Consortium and is housed in the Portland Water Bureau's Resource Protection and Planning Group through a staffing agreement.

About Us:
The Portland Water Bureau's Resource Protection and Planning Group conducts natural resource stewardship, environmental protection, climate change analysis, and adaptive water resource planning efforts related to Portland's drinking water system. The group contains seven divisions of science, technical, policy, and regulatory compliance staff working to ensure that the natural conditions contributing to Portland's outstanding drinking water sources are protected and maintained.
The Regional Water Provider's Consortium (Consortium) provides leadership in the planning, management, stewardship, and resiliency of drinking water in the greater Portland, OR metropolitan region. The Consortium is comprised of 26 water provider members (including the Portland Water Bureau) which are located in Clackamas, Columbia, Multnomah, Washington Counties. Since its formation in 1997, Consortium members have worked together on regional water supply coordination, water conservation, emergency preparedness, regional coordination, and public outreach programs. The Consortium's values include collaboration, partnership, transparency, resiliency, and equity. This position and the Consortium are fully funded through annual water provider membership dues. To Qualify
The following minimum qualifications are required for this position:
- Experience using strong communication skills, including experience speaking publicly, facilitating meeting discussions, and preparing clear and persuasive written materials using Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
- Experience planning, implementing, and evaluating programs or projects, including organizing training or professional development initiatives, events, and activities.
- Experience applying analytical skills, including the ability to collect and interpret data, solve problems, evaluate options, and present findings to diverse audiences.
- Experience working with diverse stakeholders who had conflicting priorities in order to reach a shared project or program goal.
Applicants must also possess:
- A valid state driver's license and acceptable driving record at the time of hire.
Although not required, you may have one or more of the following:
- At least three years of experience working for public utilities or other local, state, or federal government agencies
- Ability to fluently speak and write in one or more of the City's top spoken languages other than English.
- Demonstrated experience using online tools and services which are used for conducting surveys (e.g. Survey Monkey), displaying mapped content (e.g. GIS, Tableau), distributing electronic newsletters (Emma), or updating web pages (e.g. content management systems like Drupal, Google sites).
- Experience with contracting (e.g. draft request for proposals, scopes of work, evaluating proposals and qualifications, track expenditures, and ensure requirements are met).
- Knowledge of emergency management, incident command system (ICS), or drinking water resiliency requirements.
Education/Training: A typical way of obtaining the knowledge, skills and abilities outlined above is course work from an accredited college or university in business administration, public administration, emergency management, water resources, environmental studies, or a related field; AND Experience: Two (2) years of professional and responsible analytical or related work experience.
