Requisition No:882347 Working Title: OPERS & MGT CONSULT MANAGER- SES - 37000421 Pay Plan: SES Position Number:37000421 Salary: $64,000 to $70,000 annually, commensurate with experience Operations and Management Consultant Manager-SES Position #37000421 State of Florida Department of Environmental Protection Division of State Lands Bureau of Real Estate Services This position is located in Tallahassee, Florida Position Overview and Responsibilities: The Florida Department of Environmental Protection’s Division of State Lands is Florida’s lead agency for environmental management and stewardship and serves as staff to the Board of Trustees of the Internal Improvement Trust Fund (Board of Trustees). Within the Division of State Lands, the Bureau of Real Estate Services manages all aspects of real property transactions on behalf of the Board of Trustees, including negotiation, acquisition, disposition, exchange, donation, and closing of real property. The Bureau of Real Estate Services also administers statewide contracts for title and closing services, as well as environmental site assessments. To support the Florida Department of Environmental Protection’s mission, the Bureau of Real Estate Services regularly collaborates with other agency divisions, water management districts, and state agencies serving as land managers to negotiate and facilitate real estate transactions that advance critical conservation and operational objectives. This position supervises the Closing staff for Acquisitions, Exchanges, and Donations and is responsible for the following: Spends majority of time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Supervises and directs staff in the Closing process for the Bureau of Real Estate Services and ensures the carrying out of their responsibilities. This includes but is not limited to the preparation of closing documents, reviews title commitments, and reviews surveys for the Bureau of Real Estate Services and coordinates Environmental Site Assessment review information. In the absence of the Bureau Chief, acts on their behalf to ensure the maintenance of the day‑time operation of the Bureau of Real Estate Services. Ensures that all parties are in agreement with the terms of the acquisition, closes the land acquisition transactions and exchanges, and closes donation transactions. Submits all final documents for legal review and subsequently provides quality assurance/quality control for post-closing documents, scanning preparation, and submits all post-closing documents to appropriate agencies and bureaus. Administers statewide contractual services for real estate products including title services and real estate closing services. Consults with staff, landowners, business, and private organizations to discuss issues, coordinate activities, and resolve problems. Administers the tracking Closing database for and provides regular reports, as needed, to the Bureau of Real Estate Services and Division of State Lands leadership. Administer and supervises statewide contracts for the title services and real estate closing services, including task assignment preparation and invoice processing. Administers, interprets, and explains policies, rules, regulations, and laws to staff, provides for regular staff training. Coordinates activities of staff to ensure continuing operations and increased productivity, and quality internal and external customer service. Presents information for the Bureau of Real Estate Services at meetings to exchange ideas and promote program objectives. Ensures compliance with all statutes, rules, current policies, and acquisition and closing procedures in regard to all land acquisition, exchanges and donations activities that are handled by the Government Operation Consultants in the Bureau of Real Estate Services. This position is pivotal in the closing process. Provide assistance in the data collection and development of acquisition plan forecasts, timelines, project plans, and other related land acquisition closing matters. Performs other duties as assigned. Required Knowledge, Skills, and Abilities: Knowledge of and experience with: Real property acquisition, including appraisal, closings, and management principles and practices. Knowledge of: State and federal laws, rules, and regulations concerning land acquisition and related activities; the methods of data collection and analysis; basic management principles and practices. Skilled in: Operating a computer. Ability to: Supervise, work independently; collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices; organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research; utilize problem-solving techniques; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; plan, organize and coordinate work assignments; communicate effectively verbally and in writing; exercise sound independent judgment in land acquisition, appraisal, and management process; read and interpret contracts, maps, abstracts of title and title commitments, appraisals, court records, and legal documents; prepare detailed written work and accurate reports; maintain satisfactory working relationships with other employees, the general public, and management; and demonstrate teamwork.
