Deputy Retirement Administrator PROGRAM MANAGER SENIOR IV

Grade: STD 0026 Location: 120 East Baltimore Street, Baltimore, Maryland 21202 Main Purpose of Job Under the supervision of the Retirement Administrator, the Deputy Retirement Administrator assists in and executes the overall management, planning, and policy development of the Benefits Administration Division of the Maryland State Retirement Agency. The role involves assigning priorities, allocating resources, providing leadership, and ensuring compliance with federal, state, and local pension laws. Responsibilities Plan, organize, and direct administrative staff, ensuring long‑ and short‑range goals, policies, and priorities are achieved. Interpret and apply federal, state, and local laws related to pension and tax regulations. Represent the Division on legislative initiatives and budget issues. Oversee special projects, including Early Retirement Incentive Programs and the Maryland Pension Administration System+ Project. Recruit, hire, supervise, and evaluate staff, ensuring appropriate staffing levels and work assignments. Review and evaluate work methods and procedures; identify and resolve problems. Ensure accurate and timely payment of pension and benefit contributions and vouchers. Coordinate with the Retirement Administrator and other agency leaders, Board of Trustees, State and local officials, and the General Assembly. Maintain effective coordination between the Benefits Administration Division and other agency elements. Perform additional duties as assigned. Minimum Qualifications Bachelor’s degree. Six years of administrative or professional experience, including three years of supervisory experience. Additional experience may substitute for the degree on a year‑for‑year basis. Desired or Preferred Qualifications Three years of professional experience in benefits administration or retirement system management. Two years of customer service experience. Two years of experience with reconciliations. Two years of experience developing policies, procedures, and process improvements. High‑level understanding of pension law, regulations, and tax law.
